Again, I equate this to dedication and mental factors. I can play SC all day and not get better. If there was a player who could stay focused and critical for all his practice time, he would be better than every player we have ever seen. Also you are making this way too small of a view than it needs to be. You can't say "Everyone who works hard isn't a progamer!!" because we know there are very few progamer spots. This is a competitive field. Everyone who works hard is in the top percentile of gamers, yes.

Luck is when opportunity meets skill.
They lack oppurtunity because their is finite spots to fight for, and you have to out work other people, not just yourself.
So why some and not others? Focus, determination. Flash says "I never consider to take a break from practicing" . The younger players must wrestle often with "Should I go on?".
Predisposition ? Yes, but like others have said, it means nothing without work. I hate the idea of talent and all that because it turns it into a surrender . We then think "Oh, I cant do it because I dont have the _talent_ so I need not try" " to be amazing is for _them_ not _us_ ".
