15 Nexus / Hatch is economic cheese in a way that it's expanding without being completely safe. Punishing that is the right way to deal with it.

I can tell you as a protoss player that's succeeded using 15/16 nexus against some decent terrans that if the protoss doesn't slack off and actually scouts the front of his nexus he'll pull probes and stop bunkers and a zealot will be out in time to thwart your marines and a stalker will be out to thwart your reaper with loss of maybe only 1-2 probes. The best counter is to go hellion with marauder. Scout with your hellion, and if you see cannons in the front, get a tank or two and push. If you don't see cannons in front, laugh as your marauders chew up his stalkers and your hellions chew up his zealots - this is much easier for the terran to micro.
