I thought about it for a while. It still does not make sense to me. Someone please explain.

+ Show Spoiler [attempt at explanation] +It's supposed to be like he's deaf and the sign is pointing it out (like if in person you were deaf and i would come up to you and go Your deaf, and constantly remind you of being deaf, it would piss you off.)
So basically the sign is constantly telling him hes deaf he sees it and gets mad and informs the viewer that he is not blind and can see the sign constantly remidning him of being deaf.
I couldn't really think of a good way to explain it, i just thought it would make more sense being seen and i understand that the explanation doesn't make it funny or anything, but maybe you atleast understand it now. But i think the explanation just ruins it.

If he's annoyed with the sign then I'm assuming there's something wrong with the sign being there, but I can't think of anything. The sign serves a specific purpose.

Well the purpose of such a sign is for drivers passing by. What was funny was when Peter on family guy was tested and found to be just slightly retarded and then they put a sign in front of his house that said something like 'retarded person.'
