For me (NVIDIA card) I right-click the desktop-->NVIDIA Control Panel-->Change flat panel scaling-->Use NVIDIA scaling with fixed-aspect ratio. Your setup may be slightly different.
Basically the display is not scaling non-native resolutions up to fill the screen, so you need to either adjust the video driver settings (as I've detailed here) or the monitor settings--which you will access through the buttons on the monitor itself--such that it is upscaling.
