When I go to a korean site, the characters come out as numbers and question marks. Is there an online file of some sort so that I can read and type in korean?
I already tried the control panel thing but it says i needed a cd which I dont have.
So, I am humbly asking TeamLiquid if anyone knows a place where I can download a thing to read Korean.

I think you need to set your language to Korean to be able to read it. That's prolly the reason why it asked you for a cd - windows install cd - to install the missing language. Not sure if there is any other way to read Korean, so that's what I'd go for (install Korean language pack).
