Sorry, asking this for a friend (for obvious reasons if you read on), not many details to be had.

Any ideas? He's not at home right now so he can't try any suggestions, but we were hoping that this might be a common problem.

I'm not sure at all, but my guess would be some kind of spyware/malware rather than a problem with the internet connection itself. If some applications run fine, that means it's probably not an inherent problem with the router hardware or establishing a connection to the ISP. ICCUP anti-hack detecting fishy behavior while b.net not complaining is another decent indicator to me.

Tell him to run spyware/virus scans.

I agree malware is the most probable cause. Or possibly a buggy firewall.

I'm leaning towards firewall setup, but also sometimes those AV programs can be a little overzealous.

besides the above comments which are probably correct, has he messed around with msconfig or tried disabling any startup items / services? I disabled a service i shouldnt have a while back and it caused really similar problems
