errr, back when I was using XP, I could type korean in bw and windows without much trouble, and windows was still in english (though the clock was in korean numbers :S, as well as some programs). you have to change windows to korean system locale or korean ime, don't remember exactly (that might require you to download a file from the microsoft site). use google, the information is out there: "how korean ime xp" "how korean system locale xp"

On XP, you need the install-disc to provide the korean package. Then change everything to korean (language keyboard and region) and reboot.

I don't think you need the install disc, I don't remember exactly, but I think you might have to download something from the Microsoft site.

Try putting this in your "C:\Program Files (x86)" folder. That's just my wLauncher folder from there. I tried searching for any registry keys, but I couldn't find any (or searched for the wrong ones).

Not entirely sure what you mean - I am trying to install it under C:\Program Files (x86)\.

And to activate wDetector I think you need to type "나는 한국인" in a game lobby, right? What to do?
EDIT: Got it working now, after a little searching. (http://www.teamliquid.net/forum/viewmessage.php?topic_id=334616)
You just have to set your "system format" to Korean and it works fine.

"If Starcraft is on, turn it off and press 'accept'"

We could also forgot about fish and play on ICCup

iCCup is not acceptable above C+ at the moment, there's no games. For high level games you either arrange matches or pray to some deity for a miracle.
On the other hand, fish has a lot of good players, and because of the elo system, you get to play them very soon instead of grinding games (which are hard to find) to B- and above. Granted, the fish elo system is bad for low ranked players, where iccup excels, since it has a lot of low rank differentiation.

We'll you'd probably know better, but that's what I heard from some top players (aka A- and higher). From my experience there are a lot more games on D levels than there are on B; while on fish you get to play very good players sooner.
I would certainly love to have more people on iccup on all ranks though.

You didn't set everything to Korean.
I can't check now, but I think this is what you're missing:
Control Panel -> Region and Language -> Administrative -> Change system locale -> Korean (Korea)
I think your Windows Clock will show time in Korean numbers then, or was that XP, can't remember.
Edit: Let me know if you're supposed to write that "I live in Korea." in the game, in the game lobby or in the channel.

@quirinus; I've set the location to Korea, time and format as well as the language-settings.
