This is not exactly true. I just tested it. If you do standard overpool (ov-pool-drone to 11-hatchery) and then make 4 lings straight away when pool finishes and scout the 2 remaining locations with lings, your 3rd larva is ready @ ~2:41 and you don't see the cross map natural until ~3:08. In the worst case that's almost 30 seconds of idle larva, a considerable macro loss. Your lings won't even get to the other close spawn natural (the one your ov didn't go to) until ~3:00
Top Fish players mostly all overpool without drone scout as their standard because they can judge what P is doing from the probe scout timing with confidence and spend their larva correctly before even seeing the Protoss base.
I switched from overpool to 11 pool because I don't have this confidence of reading the enemy build without a Drone scout. Drone scouting with overpool imo is too much econ sacrifice to justify. With 11 pool + drone scouting as you make your expansion, you will still sometimes end up with incomplete info when your pool finishes. In this case you can make 6 lings if you're uncertain of P opening, or if there has been a lack of a probe scout. Still there are enough varations in your build you can make based on your drone scout to justify it (seeing 2 probes on the map/no probes on the map/forge/gate expand/2 gate @ nat/2 gate @ main/1 gate tech ect.) And then you can use this drone scout to make your 3rd at a normal time (dependent on spawn positions)
