Tournament organisers DO have the power to mitigate this sort of thing. Teams in the past have been penalised by removing from their draft timebank (as a minor offense). I remember this happened a few times in a tourney last year (don't remember what the offenses were).
It's very sticky to moderate pauses using the current pause system, and valve could potentially think about a different system for captains mode - they are great thinkers!
However, there is nothing stopping tournaments for ruthlessly calling out 'suspected abuse of the pause system' by using such a mild punishment as removing from timebank. And this would be a very very strong step towards making players aware that this is not acceptable behaviour.
There has to be SOME sort of feedback to the players, otherwise it will continue to pop up time and time again as the years roll by, and each time 5 people will get fucked in the ass trying to do something they love because no one ever bothered to make a stand.

In my opinion, I think that accidental mishaps do happen, often, but this does not make them acceptable.
Instead it should be made clear to the players, by their regulating body, that they MUST be doing everything in their power to avoid these kinds of accidental mistake.
The only way to propagate this is for tournament organisers to address the issue in writing. If regulating bodies don't have rules - and disciplinary procedures - in place, then players have only limited incentive to act in good faith, and limited incentive to try to minimise their accidental mishaps.
I am not saying that the problem is that some players want to cheat. In all walks of life, there are people who want to cheat, and people who have accidental mishaps. However, there is always a system in place to mitigate these things.
In football, you have those 'fake' or 'intentional' fouls, and you have the genuine accidental fouls too, all the time. But in BOTH cases there is some sort of reprimand, because otherwise it's solely up to the discretion of the players in how they want to act and how much care they put into being mindful of their actions towards a fair game.
My solution is that we should start to view 'tactical' pauses as more like 'accidental fouls' in a football game, and that tournament organisers start to discuss appropriate ways to penalise teams for suspicious infractions, accidental or not.

While i don't doubt it may have been a tactical pause, i didn't see that anything that changed after the pause, terrorblade didn't change targets and the fight was lost because Sacred played badly, Viper died with GA up. Also clock held on to his hook to cancel black hole but by the time he used it they had already lost.

Keep the witch hunts to Reddit please. You are more than welcome to create another blog post to discuss the importance of proper pausing rules for tournaments but accusing Pain Gaming of cheating with that as the source will not fly.
