I know the more requirements/restrictions you apply on nen, the more powerful it can become. So maybe we can get those pestering requirements replaced with something else, like only to be able to grant a wish once every ten years or something harsh, but not necessarily to a point that lives would need to be claimed.

So after asking for "mere" money, she already asked for organs and 67 people died because of if....then after this huge Nen removal...the next person who'll be asked for pesterings, he and his family / friend line back to their great-grand parents are screwed. Well, it was a billion dollars + the whole friggin blimp was transported there... 67 deaths (could be more..). Then it was liver, duodenum, spine, and brain. Declining carrying, hold hand, riding on back, upsy daisy = 2 deaths We'll see what happens next. How much do you think the new "top of the line" computer milluki asked for is worth?

On pages 5-6, one of the butlers fulfilled the pestering but it was Killua who made the wish. True, but since this is fairly well known in the Zoldyck house I think the Zoldyck's don't want to take any chances of the butlers (even of whom they trust) accepting the requests and then wishing for something before Killua could make his wish for example. That's probably why Alluka is locked away in the first place. It's too dangerous from the death side of things, and it's too dangerous to grant potential wishes for stuff like immortality or other crazy things that people can wish for.
