I'm not sure he was referring to a real situation, it seems hypothetical to me because there isn't really a family with a huge fleet. The Greyjoys have lots of ships, but they are longships made for raiding, not heavy ships, and I'm not sure how much help they would be. In addition, I don't think the Greyjoys would ally themselves with the crown at this point because it would mean they have to stop raiding.
I think the question was more to show Tommen that sometimes these choices need to be made, and you have to be able to assess alternatives that are not always directly comparable, like food supplies and military forces. If I were him I would have answered with an ambiguous "it depends," because you need a lot more information to choose one over the other.

The correct answer would have been to say "What do you think I should do?"

Nuking the lot, will PM people involved. I don't doubt the sincerity of the claims not to have read books but hopefully I caught it before too many read it so the number of people going "by nuking it you've confirmed it" is smaller than the number of people going "wtf happened here?". Some speculation is just too accurate and too important in my opinion.

Also, I think Tywin was actually referring to the Greyjoys. They seem to be strong enough on the sea that Robb Stark was counting on them against the largely superior force of the Lannisters, so who knows?
