IIRC Tite Kubo said it was symbolism referring to purifying of sin/corruption in souls (which makes sense for the first few arcs) and also because he liked nirvana's album.

Though aren't the king's guard people 100x stronger than the 1st commander? So shouldn't they have no problem defending >.> I don't think the Royal Guard are supposed to be stronger necessarily. They just had some sort of invention that was deemed worthy enough to grant them access. One of the Royal Guard was a 12th Division Captain before being called up for creating the artificial soul. It probably holds that she was weaker than Old Man Yama. Though Kubo could always just hand wave and make them uber strong because being downwind of the Soul King's farts gives you super powers or something. Though I will admit, I really liked how Kubo made it clear that Old Man Yama was head and shoulders above everyone else in terms of power, but never actually won a fight. He was always such a threat that any opposition would make some sort of measure or trick to cancel him out(Wonderweiss/fake opponent)

Pretty sure when they were first introduced it was said that they each had the strength of all 13 captains. Or something like that
