I think that with the strength of Dofla, it's got to be a major character if that person is still alive... so probably 1. Though I don't think that 3 is out of the realm of possibility because Oda, like any good storyteller, likes to have character development, and it might explain why Dofla is the way he is.
As for the Kissmanga comment that Sabo is Dofla's sibling... it's possible that his parents weren't actually his real parents. Perhaps he was adopted as well? Sabo and Dofla are both royalty and they are both light-haired with a love of glasses (lol okay I'm joking about the last). Anyway, if it is someone we met, the possibilities aren't that large, e.g.:
Mihawk: the last shichibukai to be really explored (I really hope it isn't him, also they're so different) Some Yonkou or Yonkou Minion: Kaidou? Or one of Big Mam's minions? (That would be just weird) Someone from Dressarosa: ... I don't even know who...
Who's powerful enough and hasn't been explored?
Well, we have been told who they all are, just not all their names. Unless some of the didn't actually die, Doflamingo is the last of his family.
His family of 4 included: Doflamingo himself. His Brother Corazon, allegedly murdered by Doflamingo His mother, unnamed, who died while DD was young. DD blamed his father for allowing her to die. His Father, unnamed, a Tenryuubito who decided to give up their position and live amongst the masses. Doflamingo murdered him, for reasons including *above*.
So yeah, all 4 people in his family accounted for. Normally, when saying a "I'm from a family of X", you are including yourself in the count, so I don't think there is an extra.

i refer to my family as "a family of 3" which is just mom dad and me, so yeah i think family of 4 is already defined.

It's pretty obvious there's a lot of retcons when Haki is involved because it's not something Oda came up with at the start. E.g Shanks losing his arm to a seaking (conquerors haki should have been instant without need of eye to eye) Dragon vs smoker, smoker vs ace , smoker not knowing haki when every vice admiral knows it (turned down his promotion).
It's not that great a deal to the main storyline unless you want to deconstruct everything in a way that makes less sense. Oda realised sometime during his manga he couldn't keep coming up with novel ideas for luffy to beat logias. Logias are pretty much invincible unless Oda dumbs down their intelligence enough, which can't be the case for obviously intelligent people such as the admirals.
There's no point arguing if Dragon has haki or not, because it makes no sense that a trainable combat skill that everyone on an island knows, every vice admiral knows is something he doesn't. At the very least anyone whose capable of being a vice admiral level knows it or awakened it. None of the fights involved with people who should have had haki in earlier arcs matter when you consider their outcome. Smoker vs Ace (neither were willing to go full out). Shanks is the exception, but we can assume he awakened conquerors haki when he saved luffy.
As for the poster who says charisma!=conquerors haki. I did say that you were born with it. Not every charismatic person is born to be a king. There's no 50% conquerors haki or 99%, you are either born with it or you weren't. It has not much to do with willpower because that's simply generalizing haki. Lots of one piece characters have demonstrated a LOT of willpower including cutting off their leg to survive. Every strawhat pirate has very high levels of willpower, willing to die for their friends. You can't get much willpower beyond the willingness to die for a cause.
Oda like many other decent writers pretty much makes some points very clear without spelling everything out. If you can't connect the dots when so many hints are given and especially when every conquerers haki user is a king ,queen, chief or 2nd in command to the pirate king than you need to read it again in 5years time when you're older. Mihawk who is a top tier fighter that TRAINED all his life to be the best swordsman and still being the top swordsman in the world without conquerors haki should tell you it has very little combat application.
Out of the surviving people with conquerers haki only shanks is considered a top tier fighter and he's equal to mihawk. If conquerors haki added some supersonicfireballlightningblast attack and he still wasn't able to beat mihawk, shanks is a crappy fighter who only has conquerors haki which I find hard to believe. Chances are shanks is a very skilled fighter and conquerors haki adds nothing to his combat ability versus someone like mihawk. Whitebeard wasn't feared for his mastery of haki(most likely top haki user) he was feared for his earthquake ability.
Of course a lot of the readers have this great expectation luffy will unlock the 'onepiece' that is conquerors haki that no one unlocked before including shanks and PK and do the gomi gomi supersonicfireballlightningmagma attack which will bring about world peace.

the shanks thing is one thing but how is dragon VS smoker or Smoker VS ace a plothole?

id disagree its a learnable skill, you can explain it to someone, you can demonstrate it to someone but its like teaching someone how to breath they gotta be able to figure it out themselves

You really dont think the incident where the sky was split open when Shanks and WB clashed had anything to do with haki? what was it then? And whitebeard wasnt just simply feared for his DF, he was feared for being the allround strongest man in the world. Do i need to list the ridiculous ammount of damage he was able to soak up yet keep on fighting despite his poor health and old age?

Haki is willpower. It has been there from the beginning. One Piece has always been a battle manga of wills, not fighting prowess. That's why so many fights are non-lethal. You win by converting the other person to your will, not by killing them. The only real "retcon" as far as I'm concerned is the black shit that demonstrates what's coated in haki and what's not.
