Yep, definitely see that black haired girl with pigtails as being Sabo. Very likely resemblance.
Sabos black top hat / cape-jacket style is quite distinct tbh, usually its the people finding stuff like this who are clutching at straws.......

His point is that sabo's style had not been decided until the point where you actually see him during the flashback. He could have styled him whatever he wanted, for example that guy on the right with the cloth on his hair. Or the guy with the white tophat. Or anyone else who is male out of that crowd. I mean maybe he did plan it all in advance, but maybe he didn't. Both are equally likely for me.

Or maybe he didn't plan any resemblence at all, it just so happened that after drawing what must be thousands of characters one of the "new" main characters has a look-alike amongst the many

Well, only one way to decide something like that. Sabo was with Dragon, and Dragon was in Logue town and rescued Luffy. And in 2 shots with very many indistinct characters we have one guy standing out in a black coat and top hat.
I think this warrants looking for more depictions of Sabo/repeats of noticable random townsfolk. To me it looks like Sabo has been planned that long. It's the correct arc for him(we know Dragon was in that town), quite distinct style of clothing(big black coat and black top hat, while the other civilians wear normal shirts and headscarfs).

The concept behind Luffy having a brother with qualities or similar qualities to the qualities that Sabo has might of been planned for a while. But when the character that resembles Sabo in that particular crowd would actually turn out to be the artwork for Sabo is the part that is really the part that we are not totally sure about unless there was a QA with Oda that I missed.

Oda just makes a lot of different designs in scenes with a lot of people in them, so that he can maybe pick one out to use for one of his main characters in the future. It's smart and saves time.

The design for sabo was finished during the flash back arc, he had the same top hat as a kid. So it was planned for only 3 years at worst? Longer than most mangas exist. It doesn't matter either way, it all comes down if you want to give oda credit or not. He's planned most everything else out and has always foreshadowed, if i had to gamble i'd say its planned.

I don't think the notion that Oda possibly uses pre-drawn designs from the past is a slight to his abilities at all, in fact it shows he's got very good planning abilities. With a world as large and full of detailed characters and environments such as the OP universe, it wouldn't be surprising he does this to save himself time and stress in the long run.

I can understand why he would say this IF it is confirmed that he holds these thoughts. It limits the ways Shanks can fight. Despite this, I think Shanks has become the ultimate "do more with less" character in the series. Becoming a yonkou with only 1 arm is very impressive and the main draw to his character.

I seem to remember that Oda said something about shank's hand in some included interview behind one of the tankobons (collected volume/paperback) because alot of people asked about that (basically how can a sea king able to hurt him after Oda showed that how strong is Shank in the later story). IIRC he said something like it was a suggestion from the editor back then that they need to bring in some dramatic moment to support luffy's motivation/dream at that stage of the story to go get OP so shank's hand became the victim. Not too surprised that actually happened because OP was in a very early stage back then.

I think he might have more followers that would join him if he ever participates in a fate deciding battle like White beard did. Remember, at the end of the series, all the alliances Luffy has forged on his quest to become PK will most likely show up to help him. But the core of his members are definitely very very high quality.
