Well, I'd assume most people consider pre-2008 the golden age of anime for the most part. Specific years vary with most people, but in general everyone I've talked to has always stated that pre-2008 were the good times for anime. A lot of people cite 2006-2008, a lot of people think it's pre-2000. Overall though, I think many believe that most things past 2008 have been generally on the decline.

Nasu did say Gilgamesh is the most powerful in nasuverse, but that doesn't really mean a ton as that was never the point.

I don't think it's decline as much as more specialized. Before anime was more general, so that everyone can find elements they like in a ton of series, but now if you are not a show's target audience you'd think it's shit, even if it's very good at what it tries to do.

So I would take statements about the "golden age" and especially about everything declining lately with a grain of salt.

I do, two of my top five anime are from 2003 and 2006 but the rest are like...2009-2011.
I think the next five or so follows a similar pattern.

Golden Age is considered to be the 80s and 90s.
Before the Japanese economy went into recession, there was money to finance "experimental" anime, TV series were longer, and there was a thriving OAV market, which often had higher production values. There was just more disposable income and willingness to take financial risks.
The reason anime nowadays is so "specialized" is because studios need to cater the audience willing to spend money, namely otakus. Doesn't mean that all anime is bad. There is a lot of good stuff with excellent quality in animation and storytelling regardless of the target audience. Also, something to keep in mind is that before the internet and digital fansubs, content shown internationally was heavily curated–fanusbs in the 90s were made with footage taken off laserdiscs, which were not cheap–so we didn't get to see a lot of the crap.

Kinda meh on Yukari... but other than that it's pretty good.

Yukari sounded as sad and cringeworthy as I felt she should though.

Quit fooling yourself. She literally disappears on screen in front of him. I don't know how you can even consider that not dying. I guess death by time paradox isn't really death in your eyes.
The MC then spends the remaining 12 episodes to force this other Hina in the timeline to be like the Hina he knows. Saying the exact same bullshit excuse as to why she should know him to someone who obviously doesn't. Of course, by the time she comes around, she's forced to go back in time and redo the whole thing over again.
It made me cringe every time he tries to convince her. Just constantly saying "REMEMBER" as if that's a magic word or something.
Mech designs are personal opinion so I won't go there. World setting? what world setting, all we know is 2 major powers are at war over a natural resource. Scene direction? the fights were pretty one sided once they coupled and turned on the plot armor. Sure they got thrown in some impossible situations, which only became more ridiculous once they over came it. Like that scene with a million missiles firing at them or something.

People complaining about current anime industry development are just picky snobs who shouldn't be taken seriously, anime got "expiremental" sub-genre only after 1995, ffs. It just fucking happened that 80s was the highest point in every known to me field of art for entire human civilization, which we might never reach again, it's not Japan exclusive.

My score for 80s and 90s are way higher, but that's just because I only watched the best shows so the cherry picking is real.

Wait what Subjectively you can rate anime 1-10 on MAL, by rating it 1-10 he has given his opinion on how good he thinks the anime are, he is just using MAL cause its convienient. I suppose he could just use a piece of paper and the end result will still be the same.

MAL ratings = numbers only. totally random shit. you watch random quantity of anime for each year, give most of them random numbers (that's why it's not represantive, opinions may change with time), and don't add any kind of mean values and fluctuations into consideration, so what was the point to use 'math' to begin with?
I don't know how you can expect the end result to be CONVINCING for yourself that way, yet alone for other people who don't even know what's the difference between 7 and 8 in your book, for example.
