Yeah the dogs are ridiculously hard to catch ;/. I caught Ho-oh with a heavy ball on the 5th try while I can't catch Ensei or Raikou with any balls (aside from the master one) and i've been at it basically the whole day today ;/

No, not even speed balls, not dusk balls. not ultra balls, nothing, and God only knows how many I've thrown at them.
OK maybe I wasn't complete clear - I do have a new lv 20 ghastly I named "sleepbitch" that has Mean Look, Hyprosis, Confusion and Night Shade. I got them down to so low red health you can barely see it and I can't catch them with anything yet.
The funny part is if you use Hypnosis 1st and it works, the dog is put to sleep but can still run away LOL. I've already met Raikou that was asleep from our last encounter but could still run away xD.

They can't run under mean look, but they can roar. This voids mean look.
I wasn't aware that sleep carried over on legendary dogs, and I don't care to verify, however I suppose it's true that the dogs can run when asleep.
Of the three dogs, only suicune can't learn roar.
How to catch the dogs the smart way: Get a pokemon lvl 50 or less in your first slot (just needs to be higher than all wild pokemon on the route). This pokemon must be able to learn block, mean look, or spiderweb, or have shadow block/arena trap with a sleeping attack like spore/sleep poweder/hypnosis. I'm not sure if it has to be faster than the dogs, but really, trained pokemon often have better stats than ones in the wild.
Go into a building. Go out of the building, this will refresh the route of the dogs (you can also check your pokedex or marking map for the location of the dogs or by watching the news, but refreshing enough times will get them on your route). Always be using a max repel. Every time you leave the building, walk a little in the grass. If you find no dogs, they're on a different route, enter the building and try again.
Your first turn you will want to use mean look. Then you will want to use hypnosis. Mean look will prevent running, and hypnosis will prevent them from using roar. Then it gets easy to catch them.
