All affixes make sense in PoE actually (i think at least, lol). They dont necessarily make sense to every character(wich is good) but even thorns is good to some people (there is a marauder build that uses Punishment, Molten Shell etc)

That build is currently impossible late game without Eye of Chayula and Dream Fragments, both which are extremely expensive.
But as far as I see, static blow only increases stun chance and stun duration, so I don't really understand what all the people are talking about. Can somebody help me out please?
Static blows increases shock chance and shock duration, not stun duration. Shock stacks can stack up to 3 times which means at full stacks a mob will take 120% increased damage.

static blows is the smaller node right under minion instability - it adds chance to shock on hit and shock duration, not stun.

All 4L whites that aren't really high lvl or high ilvl are 1 alch a pop. 5L stuff ranges quite a bit based on who's buying and what the item is. Armors and Bows (if it's the right bow like a Thicket) go for the most, and 2h weapons not as much. Pricewise probably at least 2gcp upwards to an exalt +change (if it was say lvl 62 ES armour). Going beyond exalt is into the price range of 6L stuff and that stuff should be a worth a fortune for higher lvl gear.

im currently running this build but doing it as HP/Armor based as it is a lot safer in HC. The nerf to CI makes it hard to get ES high enough for survivability without spending a lot of time liking for ES based gear not impossible just hard. Makes the build a lot more character dependant.
Also wanted to note that what is shown wont be easily achieve able until the late stages in the game around lvl60-70+ depending on how fast you get the gear with links you need.

Oh, wait. So shock is not the same as stun? I guess that is where my misunderstanding was, gotta read up what shock is.

I don't think it's even worth 4Linking. It's one of the best item I've seen outside of maps, but rolls just get so much higher with ilvl 70+, and fusings are worth so damn much.

It's not worth dumping currency into a dead end item though. All the resist rolls on that are really low so it has no longevity. No sense dumping several GCP into an item that you're going to replace when you start getting map level items. A good resist roll is 40% while yours are about half that even including the implicit bonus.
Just buy a four link helm/glove/boot and replace your chest with that. It might be bad in the long term, but short term it should buffer any lost stats you have elsewhere while you look for an improvement that is actually worthwhile to dump currency into.

You got the mod types you want, but the resistance rolls are a little bleh aside from the LR. What are the current sockets? You might have to spend a lot of currency in order to get this item into peak form. Here is what it would have looked like with the best mods:
+100% increased Armour +109 to maximum Life +45% to Fire Resistance +45% to Cold Resistance +45% to Lightning Resistance
Obviously, a perfect rare is unrealistic and requires a ridiculously high ilvl, but it gives you an idea of where your item falls on the spectrum of mod rolls. Also keep in mind it does not have the maximum number of affixes, meaning you could use an exalted orb on it. And if you used a divine orb on it, the maximum you could get would be:
+64% increased Armour +79 to maximum Life +11% to Fire Resistance +17% to Cold Resistance +29% to Lightning Resistance
This isn't that much better than what you already rolled, as you can see. It will definitely be worth something, and if the sockets are somewhat desirable I would run it yourself assuming it is an upgrade. But I wouldn't dump my worth into it trying to get the linked sockets you want w/ 20% quality, etc. etc.
I'm just starting to get used to navigating item affixes in PoE, btw, so if any of the above is incorrect someone please let me know.
