Demonic form gives you either 10% extra attack speed, or 30% depending on the situation, and it also gives you a 50% CC reduction. To me, it's a no brainer for illidan. Better attack speed = More cooldown reduction = More evasion and better chase. The only reason to get it, i suspect, is for boosting somebody with Executioner. | ||

The offensive choices (Fury, Nexus Bl/Fu) can really snowball the game in a way that the older talents could do, but not as much. As for the 22 vs 20 comment, yes, definitely. Since levels add a flat amount of stat, the difference between 1 and 2 is much larger, % wise, than 20 and 21. 200 health at level 1 is something like a 20% increase, whereas it's more like a 3% increase at 20, and so on. So the difference really boils down to talent choices. However, some maps just don't want you to get there, most notorious for this are Sky Temple and Haunted Mines. I would definitely give Demo the edge against a team that's heavy on CC, whereas Nexus Blades will provide more burst damage, especially when combined with Marksman and Marked for Death. It's a case of needing survivability (as more ias = more evasion = more dashing, as you've stated) versus needing more damage and uptime. In this regard, the talents are well designed.
