Noroi / The Curse from 2005, hands down. I can't think of other movies that manage to be scary even during the daytime shots. The mockumentary approach might seem a bit tired at first, but it definitely works. I get shivers just thinking about it.

well disgusting and scary are two completely different genres..... there are not many true scary movies, where you really get scared and have troubles sleeping after it, go on and watch sinister, martyrs or insidious at night, with no lights with ur girlfriend disgusting movies are mostly not scary, they just overgored thats all, crappy story crappy budget b/c goremovies.

I saw The Gallows recently. Don't watch it - one of the worst horror movies I've ever seen. Not scary at all, cringy and ridicolous.

If you want horror, watch a North Korea documentary. Or 1984, if you don't have one at hand.

Ju-On series is creepy as hell, one of my favorites. Especially the first two. They based The Grudge on the third one and I was fairly impressed by how much was faithfully carried over, but the rest of the American series is trash.
Distinct 90s score (think the swelling strings like in a Resident Evil game), practical effects, good continuity. Focuses a bit on the psychological element instead of only jump scares and excessive gore. In fact, it's thinking about the ideas that aren't explicit but only hinted at in the movies (like, how the curse is a propagating entity, or that it can reach across time!) that really creeps one out. Usually I think ghost stories are pathetic and kiddie but I've had second thoughts about turning out the lights after watching these lol.
In terms of quality, the first Silent Hill movie is pretty damn good for a video game movie and not bad on its own. It doesn't seem as hammy or forced as a lot of other horror movies that just suddenly introduce some supernatural concept.
