TL didn't do it for BW where only Pros or B+ could talk or even for SC2 and only this certain division and above can discuss, why make a change and do it for LoL which isn't even "sponsored" by TL. I don't really support the idea, but TL LoL is a pretty tightly-knit community. i really don't think this would happen, particularly given how most of the Diamond players who post actively are subforum vets by now.
Neo wouldn't let that happen to this subforum. Have a little more faith in him, lol.

The posting volume of SC2 at the time absolutely dwarfed anything TL had to deal with in the BW era. It was simply no longer practical to use case-by-case moderation to solve the issue anymore.
I don't think it was the best solution, but any of TL's existing measures at the time were simply unsustainable, and SOMETHING new had to come.

Just noting that in SC2 terms, Silver I + is Diamond (80th percentile), Plat IV + is Masters(98th percentile).

Comparisons between LoL rankings and SC2 rankings are not apt. You don't have to play ~150 games before playing ranked in sc. Also, correct me if im wrong, but don't the percentages that riot provides (i.e. silver is top 50% of players or whatever) include all players, including pre-levels 30's. It would be interesting to actually see the stats for 'active' ranked players.

There were recently released breakdowns of the ranked population, I don't know if those were the percentiles he was referencing but they are certainly there to be referenced.

It's typical in LoL for division 1 of a league and division 5 of the next league to have considerable overlap. The system won't promote you from silver 1 say until you're playing almost exclusively gold 4-3 players.

The division numbers aren't different, they're just presented in different formats. First graph is total population of the percentile that would include that division(so you should read it backwards from challenger->Bronze V, adding the amount of people in a division until reaching the total ranked population of ~875k). The second graph is just # in division. If you do the subtraction they add up exactly as expected.
Also they're obviously not exactly accurate, but neither are SC2's. The only real outliers would be people who literally got carried to a new league and are prevented from demotion, but that is certainly an extreme minority.
