Edit: Indonesia is a big deal. They have a huge population (4th after China, India and USA) and culturally enjoy video games, even if most people play low-end MMOs and browser games. If you view it solely on esports, then Indonesia will not likely be a force any time soon because of the infeasibility of playing games for a living (unlike Korea which has the perfect storm of circumstances for esports success). If you view it solely on profit, then Indonesia will not likely be a success akin to NA/EU because of the low per capita wealth.
However, in Riot's march towards world dominance and monopoly-like influence on the casual and competitive gaming scenes, Indonesia is the logical next step. If LoL catches on in Indonesia, you can bet that 90% of the kids in the country will know about LoL and will dream of playing LoL within 6 months. Riot has conquered half the world already, and Indonesia is a huge step in that regard. I'd say Indian servers will probably come in 2015, even if most of the country won't be able to play it.
Japan is for the sake of completeness and because the profit margins will be huge there even if total revenue won't rival NA/EU/CN/KR. Simple, free money, really.

Well there is a lot to potentially monetise with LoL in Japan, since you already have cutesy/little girl characters which are highly monetised in some areas. Of course, they probably don't want to commit themselves to that niche market and would rather have something more of the population would be interested in without any potential stigma.
