Also it actually doesn't cost you minerals to scan, it costs you how fast you get those minerals. For example 2 base toss vs 2 base terran, keep denying eachothers bases. Sniping an observer is then 100 resources damage for no cost, it just means you get the same minerals later.
Your arguments only holds as long as you expand infinitely, never leave workers idle or oversaturate bases. In those situations you would get the minerals anyway, just slower.
Not saying you're wrong about the way you think though since getting the minerals fast is important but it is a bit different from actually "costing" you minerals.
