Reactor first is simply too slow to kill pylon rushes on smaller maps. It is not possible to kill all the pylons before the mcore arrives and the pylons start to kill your marines, your reactor and your wall. The only way to defeat pylon rush without taking damage is non-stop marine production from naked barracks, bunker on low ground and siege tank on high ground, with a turret in your mineral line.

A safe opening implies you 'can' defend almost anything thrown at you with the common meta builds mostly in mind. A build can be safe but rushes need proper response and micro to be defended still, it won't be automatic. Just as a note, don't make a tank vs a pylon bust unless it's a dedicated 3-gate allin or something similar. Since oracle is most common follow up to pylon bust, obviously a tank doesn't do you any good, and even worse if it's vs a voidray bust (unless you protect it properly). Make a cyclone, bait the 2 charges and pull your units back and then you can move out again. I would personally suggest worker scouting with this build to see if they went cybernetic core before their natural nexus, from there you can make a lowground bunker and/or skip the Starport for an ebay and turret if you know or think it might be a quick oracle before nexus (you can generally get a good scout since the protoss is rallying his units forward if your worker isn't in his vision). I personally build my barracks away from the ramp so the reactor won't get sniped and if you make a bunker on the high ground and have a chance of repairing and keeping your depots. If you don't have defenses in time it's important not to commit to a fight and just sacrifice depots and remake them quickly.
