No its not hypocritical, it is the way every normal social system works. There are maximes which need to be hold up. Hence blizz has nothing to do with HSC they can't allow them to show Account-Sharing on stream (and therefor somewhat promoting it). The real problem lies in the MMR-System if it is true that Huk cant find anygames then blizz needs to do something about that, before they can accuse HuK for breaking the ToS (since he can't use the full potential of the service).
So Blizz step up and give HuK and new account :p

If you go you account --> settings --> "esl tv konto". Does it show anything or is it empty? If it's empty, there is nothing YOU can do except talk to support again because then it means you aren't allowed to watch the stream (so it has nothing to do with cache or anything).

Blizzard doesn't care about e-sport. They only accomodate it in ways that cost them very little because it's cheap but effective marketing for their game, but they aren't willing to seriously invest in it because there isn't much profit in doing so.
