The rules were updated. I guess the OP wasn't updated to reflect that, but TB made a post somewhere. Basically they're just using the mod rules of being able to remove it if you want to.

I wonder if you could put back in Corruptors, Medivacs, Mothership and Warp Prism now that you have rerolls. I once saw a game with a killer medivac/mothership/mutalisk deathfleet and it was hilarious AND effective.
But for a tournament play, it is sensible to err on the side of making things more even.

Basically, it's up to them. The maps we now have allow players to enable those units on a player by player basis. If they want to risk it with them, they are more than welcome to try.
