He's been completely irrelevant to the scene for a long time, and the only tournament he really gave a crap about was NASL when it was in Toronto or wherever, where he did poorly. Maybe not retire, but he definitely needs to sort himself out if he wants to become a relevant foreigner again.

I think Huk will have more success at the start of HOTS, he has some creative play which I'm sure he will get some wins before people figure out perfect builds. I really don't know why he doesn't go to more/easier foreigner tournaments, he still has a big fan base that would love to see him.
