Blizzard prevents 3rd party tools that modify internal SC2 files.
My understanding is that this does not. File readers not = file write. I don't know what's on the "tools" tab, but from the screenshots, this looks exactly like a replay parser with a command to open the correct SC2 version based on the "version" text that is embedded in every single replay... Then again, if something in the tools tab modifies MPQ's, then that specific function is illegal. The program itself is not. "Illegal" is a very loose term, and by which i mean "violates the blizz ToS", and not actually "illegal"...just following the thread trends.
Don't believe me? There are tools that come with SC2. SC2versionswitcher.exe (i believe? Or similarly named). Additionally every single patches exe is backed up on your computer, that's the only reason you're able to launch old replays from other patches through SC2 in the first place...this could easily be accomplished with a version switcher. Doesn't have to modify anything.
To the person that had to reinstall sc2 entirely-you probably used one of the tools. Again, the tools could have "illegal" functions, such as camera zoom modifier, or maphack, who knows. Don't use them, that was your bad...

Edit: Now I know what program this is. The above holds true, just don't use the camera modifier tool.

Can someone explain to me how to get it to play old replays please? I can't seem to get it to work. =(

It was tough to tell what button did what at first. I just tried a few of the different buttons to see if I fcould figure it out on my own. Ended up having to look back at the screenshots for the right button.
Yes, my bad for using this tool without reading about it properly. However, a warning that usage of one of the tools results in corrupting your original SC2 program should have beeen mentioned ahead of time.

Somehow this no longer works for me since patch 14. This program, aswell as the method to drag&drop replays onto the sc2.exe starts sc2 just fine for me, the loading bar fully loads, but it stays in the fully loaded state for ~20 sec before it crashes. Strangely, few seconds before it crashes it makes my dvd drive go crazy for a few seconds (like, max rpm it can do). Anyone who had these problems and was able to fix them? Both this program and the drag&drop method used to work for me before patch 14.

Tried to use this but it seems to get stuck updating itself. Is it still working for people? edit: nvm.. download worked, just took a while.
I get to the Replay screen, and I can open a replay, but when I hit "Start" I just get an error pop-up message.

You dont need a launcher to watch replay
Simply right click replay file, "open as", and select starcraft ii beta.exe as the default program. It'll start the game and you'll see a replay

It still wont load patch 15 replays for me, just patch 14. Get some sort of error when trying 15.

There already is a perfectly fine working english launcher of this sort - starcrack allin1 launcher. Blizzard already almost sued starcrarck though, so I'm pretty positive it's illegal.
You can still watch replays and play custom ai maps by dropping on the sc2 executive icon though, so this doesn't really provide much functionality above what blizzard gives you for free with the beta anyway. Not sure why they cared so much.

This thing works, if you follow the instructions correctly. I went through all my newest replays and nothing after June 1st is working with the version that Bane_ posted. All the old patches seem to work just fine so far, though.

I can't figure out what I'm supposed to click. I'll go to the replay menu, double click on a replay, then I have option to click yes or no, if I click yes this pops up: http://img.photobucket.com/albums/v80/cloaked/replayerror.jpg and after I click 'ok' I'm taken to a line chart of apm. How do I view the replay itself (I have vs4.0)?
