Just wondering what the most significant developments have been in the game over that time? I think I drifted away roughly around the time idra retired.
Specifically:
What's the state of balance now? What's the state of the pro scene? Has it been completely enveloped by Koreans or are there still thriving foreign teams? What's happening now with TLO, HuK and Moonglade? (fav players)

Nobody's ever quite happy with balance, but if you've been away for two years then balance is probably pretty good compared to when you left, though the voices of complaint are I believe as loud as ever
Koreans have gone international and won every (every!) premiere tournament around the world last year, but a few foreigners have managed to upset them this year, so hope is not yet completely lost!
TLO Huk and Moonglade are still around and kicking. Neither are quite exactly the vanguard of foreign hope atm, but they're doing ok-ish I guess, which is better than a lot of other players

Balance is okay-ish, lots of Terran maps in the pool currently. We just had a period of protoss dominance because blink was strong due to the map pool.
There's a solid foreign as well as a solid, KeSPA-protected korean pro scene - teams like Acer and mYinsanity are rockin'. AM is dead though (Besides TB's Axiom which is basically korean, Root and EG with a declining Jaedong and a lately somewhat resurgent Huk). eSF is dead.
TLO is doing the same since 2 years ago: showing potential and not winning anything (sorry, Dario) HuK had a resurgence, after slumping for a long time, he's nowadays a consistent WCS AM premier shot (which is nice given that WCS AM has a lot lof koreans). Moonglade disappeared, casted Proleague, and seems to be mainly on the caster side of things nowadays.

Well Heart of the Swarm wasn't out two years ago so yes the meta has shifted significantly around the new units made available by the expansion. Also, you probably missed the great Kespa influx where the entire pro brood war scene basically migrated into sc2 and threw the korean sc2 scene into superheated competitive chaos for awhile, before stabilising at the expense of many players retiring, notably Bisu. Also, you probably missed out on the rise of WCS, which is basically blizzard's tournament series and has become arguably the most important tournament series in sc2 in the modern scene. About foreigners, currently, the strongest foreigner player is Snute, he was crushing top Kespa players just few last weeks straight forward. Moreover, I think in his current shape, he's the strongest foreigner of all time of sc2, ofc it is agruably, but still.

I would say the game is balanced (at least there are no glaring problems except maybe the swarm host), and it is much more diverse than WOL. For example, terran is more than MMM, or marine tank. Mech is much more viable now. Also, for zerg the viper has added some interesting play and the hydra is used alot more in HOTS than it was in WOL. The only race I'd say that hasn't changed much is protoss.

except protoss has the expansion unit with the biggest impact on the game, which is the Mothership core.

There is no very best foreigner toss and terran atm, u can name probably 4-5 players that got pretty the same skill gap (and HuK won't be in top10 I think for now) and achievements during last year for example. It is clear that Snute is the best Z from non-korean world, and the best foreigner at the same time. Cause, who else would manage to slaught all those koreans at IEM?

I think the best foreign toss title is difficult to nail down. Harstem, Welmu and MaNa (and even ToD had a period where he was kicking ass) have claims to the title. Best foreign zerg and terran are pretty obviously Snute and Bunny, though I suppose Sen has a reasonable claim for zerg, he and Bunny being the only non-koreans to win a tournament that give WCS points this year.
EDIT:There is no very best foreigner toss and terran atm I don't know about this for terran. Bunny did win Gfinity taking out StarDust and HyuN (and Snute) along the way as well as Sleep, Patience and Sacsri in the qualifiers.

Top Zerg: Snute, Scarlett, maybe Vortix Top Terran: Bunny, Major Top Protoss: there's not really an outstanding player to clearly win that award, but I think Welmu would be quite close.
