the WCS rules say that a forfeit replacement counts as a swap, so it is now considered that Rain got 3rd place in his group, and Parting advanced from the group, so Rain now has 125 points, and Parting has at least 250 points

Is it clear these rules cover events other than the WCS leagues themselves? If so these rules should maybe be reconsidered. Not sure it's fair for Rain to get partial points for Hot6ix Cup when he knew (or should have known) all along he wouldn't be able to finish the tournament. Though since he locked in 125 points just for qualifying, maybe it's fair in this case because he wouldn't have known it yet at the time he qualified? Hopefully this is a rare issue but the rules shouldn't encourage people to join multiple conflicting tournaments.

I am myself confused why IEM would not give WCS points if Hot6ix Cup does. And yes, I am assuming Rain won't get his 250 WCS points. Maybe you can argue he should still get the 125 points for qualifying like he had lost in the Ro16, but I think if he's going to forfeit the tournament he should get zero points. PartinG should now be up for the 250 points for advancing to the Ro8.
I disagree completely. I don't like Rain's decision, but he earned 250 WCS points and PartinG didn't. Unless there is a rule that explicitly forbids the sort of stunt that Rain pulled, you can't just take his points away. If you don't want it happening again, write the rule.
PartinG has not earned 250 points. What he earned is the right to be in the ro8 under some strange, strange circumstances, and the opportunity to win WCS points if he can beat his opponent.
