There also exists the possiblity that numerous outlying star systems might choose to break away from the Dominion, and we have no idea how much of the armed forces Valerian has under his control, or are loyal to him. And the perception of Valerian being different from Arcturus may work against him if people get the idea that he is too soft to secure the throne. From a military point of view, banning conscription does not make much sense when Valerian needs to find every man so that he can keep his head. Romans didn't have a superpowered ancient alien race coming to kill everyone and destroy everything. No sane big Terran faction will want to create chaos at this moment. I am sure there will be a mission or two where Valerian need to take down some rebels or such but there will be no big problems for him (these factions are probably going to be influenced by Xel'Naga as well) . And from what I understood all 3 races will be fighting Hybrids in the end together.

Personally I get the feeling that someone is just going to smack him one for something he does before the end of it. Maybe Kerrigan.

The entire sc2 campaign is a dramatic retelling of the starcraft esports scene. Mengsk is obviously the Emperor, Boxer, and his son, Valerian, is Fantasy. Through Wings of Liberty and Heart of the Swarm we saw the stories of his first successes as he grew to become one of the best players in the world. As we go into Legacy of the Void, it begins to examine the cross over into starcraft 2 which will inevitably lead to his downfall. As mentioned in the OP, one of the Emperor's generals, MMA, might take up the throne and declare himself the new emperor. We also don't know how the Emperor's other colonies, such as SlayerS, will respond to the retirement of their emperor.
