i have wrote this question in http://dev.dota2.com/showthread.php?t=88972&p=588655 too, but there nobody seems to be able to help, so i hope you can help me.
Problem:
2 People in a student Dorm and we have problems to connect to the Dota 2 games at the exact same times on different machines.
When we try to join a matchmaking game or spectate a game the loading screen appears and then nothing happens, i can minimize instantly and can get back to the main menu via console key. Practicing with Bots is fine and works normally.
The message in the console then states:
NotifyClientSignon: 1 Connecting to public(146.66.153.69:28105) ... 22.743: Sending UDP connect to public IP 146.66.153.69:28105 NotifyClientSignon: 2 Connected to 146.66.153.69:28105 and nothing happens aftwerards, normally the next message would be the loading of the map.
This occurs on a unregulary basis but ALLWAYS is the same for both of us. I went already to the network administration, but they said they have no ports blocked.
We tried the +clientport setting, or the -tcp option, but nothing changed.
I am very confused, because i read that this error occurs if two people connect from the same router without clientport setting, but we are two people in the same network and can either both play or both not.

Bump, again not working, the last weeks we had no problems and i just played a game but have now the same bug again.
Edit: I have noticed that we often get the bug when in the game before all animations and sound effects were delayed. In the last game we played we both had very delayed spell animations and now the loading screen does not end.

Thanks, but we tried everything, both with different clientport, i changed the port 2 mins ago without change. We asked the network admins if the router blocks anything and they said they don't block. Is there maybe anything specific i can ask them? I think we are over 1000 people in one network with broadband for everyone and i have no access to the router.

Ok. I didn't take into account you are at a dorm. Since it works sometimes and not others, could this be an issue of other users on your network playing dota?
That article states: Type into the document clientport 270XX where XX are the last two digits of the clientport number. Acceptable values include 05 - 19 and 21 - 32
So apparently there are limited clientports available, and not that many. From what I understand by reading those articles only a limited amount of people with a single outfacing ip can play DOTA at any time, which are limited by the amount of acceptable clientid values. It doesn't seem like that should be the case but that's what I'm understanding.
You could try another clientport value, maybe starting from the other end of the values. If the issue is about ports then a vpn connection would also fix the problem.

Ok, so changing he clientid is only necessary in certain conditions, so many people should be able to play on the same LAN. So I take back some of what I said earlier. But if it's in your case where that change needs to be done, it could be a possibility that you are still using a clientid port someone else is using.
Overall, I'm not sure exactly what the issue is. I would try changing the clientid port again.

Again the same bug, tried all clientports and went to admin, they said that they block nothing and especially have nothing that blocks something only sometimes, does anybody know something i could do?
There is something strange today, in the last 10 tries on 8 i had the exact same thing as before that means in the loading screen does not end and in the bottom right the "loading ..." does not disappear, on the other 2 tries i clearly heard hdd usage and the "loading..." disappeared. Further in those tries, when i pressed the console button i did not got thrown back into the main menu but got a black screen. In the latest try the loading screen even ended after a long time and i was spectating a game but nothing was moving, after waiting another minute everything fast forwarded and i am now spectating a game.
Edit: I tried to spectate another game but again exactly nothing happens and i am forever in the loading screen. I will now try everything from this but have no high hopes. ´
