Am I better served putting the price increase into say, a future CPU/mobo upgrade, or is the 1070 really worth the investment for future proofing? How many years could I realistically get out of the 1070 with my current CPU vs 480 and say, an i7 in the future for streaming?

If you wanna keep it a few years longer or go higher resolution / FPS then maybe worth. I just mean to say that the pricing is appropriate relative to other options, it's really hard to say what is best without being you

Wtf, I thought AMD got NVIDIA after that DirectX 12 failure. Now, NVIDIA is back to overcharging and outperforming. How things change quickly. :D

dx12 is a trainwreck in general, async compute was relatively interesting though (room for performance increase on GCN, less on pascal and none on maxwell)

Hoping to get some help! Recently I have been having issues playing any games, the game will 'stutter' quite severely, where the game/screen just locks up completely for a short time before resuming. I think it is my graphics card that is causing this because in some games if I mess with the graphics settings a bit I can stop it from happening, but most of the time I still have issues. I need advice on if it is worth replacing the gfx card (if I can even upgrade with what I have) or if something else might be causing/contributing to the issues.

What is your monitor's native resolution? 1680x1050; but I am probably due for an upgrade here as well, any recommendations?
Why do you want to upgrade? What do you want to achieve with the upgrade? To be able to play new games without issue, on the highest settings possible.
What is your budget? Since I need a decent gfx card and maybe a monitor I'm willing to spend a bit, budget isn't much of a factor.

You might be experiencing CPU or GPU throttling during gameplay, grab hwinfo ( www.hwinfo.com ) and check max temperatures while symptoms are active

Yeah that's pretty bad. If your cpu reaches 97C it's either shutting itself down to prevent further damage, or massively throttling in an attempt to need less power.
97C is basically running the cpu without any cooling element at all. Whatever cooling you have it's either got a dead fan/pump or is completely loose. Take a look inside and make sure everything is seated well and fans are actually spinning.

I think I need to purchase a heatsink+fan combo. I looked inside and the fan was clogged with dust so i took it out and cleaned it, but one of the pins that attaches it to the motherboard was broken, so I can't really get it seated as firmly as it should be. Are fan/heatsinks standardized sizes or do I have to buy one specifically for my mb/cpu? :S
EDIT: Well maybe the fan is ok, as now my cpu is running cooler. I ran another game to test and it was ok. How hot is ok for the GPU to run? Are these stats ok: imgur.com ?

Overall the components selection are very standard, but I would drop the H100i AIO for some cheaper air cooler like cryorig H7 or CM hyper 212X, at most is some noctua cooler. Really dont need expensive AIO to overclock the 6600k, except for aesthetic purpose
Get a pair of DDR4-3000MHz RAM instead
Do you need 3TB HDD storage? Or 480GB SSD? Can drop to 256GB SSD and 1TB HDD if need to save money.
Case is up to you.
What is your monitor resolution and refresh rate? And what will you use the pc for? A gtx1060 is quite legit for gaming at 1080p60Hz, so if you really need to save money can consider that.
All that mentioned, if it's within your budget go for it, just change the cooler and the ram

Looks like a good buy. But if you dont mind waiting, I think it can get much cheaper in the coming months. November to January is one of the best times to buy a GPU.

i dont know the trends of when the prices rose or went down, what new stuff is coming out shortly. its time i retire i7 920. second opinion on the parts i'm getting would be appreciated (such as X has issues, should wait for Y instead, etc.) , i've done my research but i might have missed something. if there are no issues, i'll be ordering these parts soon. my goal is to have something that'll last me a long time with just gpu upgrades in the future.
