Hi,
To get it out of the way my specs are i5 3570k amd 7950 8GB ram
No matter what combination of settings I try I seem to get this slow responsive time ingame. For example I tell a unit to go somewhere and it reacts after 1-2 seconds.
Encoding: I have all 3 boxes ticked Max bitrate is set to 1000 and so is buffer size Audio: AAC, 128, 48khz stereo
Broadcast settings: Don't think it matters
Video: Base resolution 1920 x 1080 Resolution downscare 1.50 (1280x720) Filter: Billinear fastest FPS:30 Disable Aero [unticked]
Audio: Don't think it matters
Advanced: Didn't touch it

EDIT:
I might add that download speed rate is 20mb and upload speed rate is a whooping 1mb...

Dont think 1mb upload is good enough for a 720p stream, most likely is what is causing the delay... also you are using 1k bitrate so you're already using all your upload just to stream, leaving nothing open for anything else. You should lower your resolution and use less bitrate, like 500.

It's fine, just need to use less up than you have

I did try 700bitrate with 500 bitrate buffer size 60fps (didn't really seem like it was 60fps) Resolution Downscale 1.50 (1280x720) With the above I had good response time
When I click on broadcast settings though, it says this at the bottom in red text.
WARNING: Your OBS settings are not optimized for use with Twitch/ Justin.tv. Please do the following
Advanced settings: Recommended x264 encoding profile is 'main' for this service

Also do you need higher bitrate if you would want to stream at 60fps?

Just follow what it says (they should be default in newer versions of OBS?) and you'd want more bitrate for 60fps to look decent, but bigger worry is overwhelming CPU unless you're messing around and testing with particular games etc (particularly if the cpu is stock, not really if it's at 4.5ghz or something)

my Cpu is overclocked at 4.5ghz but since I need a higher bitrate for 60fps, it's the 1mb upload speed that's holding me back =/

You should be able to run 60 fine, it'll just look terrible

hi there my obs stops recording all of a sudden and i dont know how to fix it any help would be great?

If you're livestreaming, there's an option that stops recording when your connection drops for a moment i think. That might be on.
Either livestreaming or local recording, your storage drive might be full
