Hey TL! haven't been here in awhile but I did come here for tech help when purchasing a whole new rig and I still trust the TL community the most SO on that note.
Looking to stream counter-strike global offensive at a consistent quality on 1920x1080 resolution. CPU: Intel Core i5 2400 Quad Core Video Card: Powercolor Radeon HD 6870 1GB
$400ish budget. Video card or try and push for the i7 combo? if so which 1 product is the best for the money. I currently stream 1920xx1080 with roughly 200fps but I drop to 100fps and feel the 120hz clunk.

4690k, z97, cpu cooler + overclock - but that would leave you with a relatively weak GPU
CPU would be way stronger though. ~4.6ghz instead of 3.2ghz under 4-core load, ~15-20% faster clock for clock depending on the load
46/32*1.2 = 1.725x
With your current CPU, i think you can raise the core speeds under turbo multipliers by like 300mhz? Which would reduce some of that gap, but it's just a small boost

So a stronger CPU is your recommendation? completely worthless to upgrade my card atm? I feel my GPU is pretty weak haha

It's weak but CSGO isn't graphically demanding especially if you're willing to give up some settings. You should check GPU load when you have ~100fps to see if it's maxed

MSI afterburner is an excellent program for that.
6870 is definitely a weakish card by today's standards, but just by its name, it's something like a 7870 with one generation behind? It's not a horrible card either, probably on par with a 7770 or 7850? I'm not sure. It should do decently I think.
For a good 1080p48 stream, I think an overclocked 4690k should do quite well.

no reason to give up game performance and stream quality (very limited bitrate!) to go from 720p60/1080p30 to higher, IMO
