My Microsoft .net seems broken. Various programs such as Keepass 2, hearthstone deck tracker and Overwolf are not loading. All requiring .net, from v 2 up to 4.5 depending on the program. Most normal programs such as VLC, steam, Dota and Firefox runs just fine.
Symptoms are more or less the same. Double click exe, start loading. Program not starting and not showing up in Task Manager. Overwolf splash screen loads but not the program itself. Old help request post on their forum said it was due to .net problem which is why I started trying to fix .net over some other problem.
Solutions and measures conducted:
Re-installing Keepass does not help.
I have tried going to "Turn windows features on or off" and uninstalling both 3.5 and 4.6, restarting and then installing to restart again.
Even with it uninstalled an offline installation of "NDP462-KB3151800-x86-x64-AllOS-ENU.exe" (4.6.2) says that it is currently installed.
".NET Framework 4.6.2 or a later update is already installed on this computer." Checking registry key does show the correct 4.6.2 version according to https://msdn.microsoft.com/sv-se/library/hh925568(v=vs.110).aspx .
This happens even if I run the uninstall tool dotnetfx_cleanup_tool_2015_12_18.zip .
" dism /online /cleanup-image /Checkhealth " reports no corruption.
dotNetFx45_Full_setup.exe does not help with fixing .net errors I have.
sfc /scannow does not fix it.
Recent changes to hardware/software
Software I had a malware that ran a bitcoin mining program hiding in the .net folders. Requiring complete removal of them to ensure all files got removed. Keepass worked after these were reinstalled but has since stopped working. I can't think of any changes made since then that would make it stop working. Maybe some Windows update but none should effect .net as far as I know.

edit: If nobody has another suggestion within 24h of original post I will try a system refresh and see if that fixes it. http://www.tenforums.com/tutorials/4090-refresh-windows-10-a.html Worst case I guess I have to plug in my USB and do a complete re-install formatting the c: partition.
