I'm assuming not given that you said after a factory reset it didn't happen for a few days. Are you 100% it's not one of those weird deals where you got the tablet cheaper because it shows ads? I've seen this with a handful of phones. The current Moto G has a variant like this for one example.
Not really a great solution but it's one of the few things I can think of, factory reset and take it slow reinstalling the apps. You should be able to find the one that's giving you the issues.
Alternatively root it. You can outright block ads this way. (I'm pretty sure there are paid options to do this on a non rooted phone, never bothered so can't speak on how well they work.) Or if the answer to my question was yes or I don't know, get a custom ROM. Just do your research if you go either of these routes, it's potentially dangerous.
Good luck!

if you could say the tablet brand & model, android version installed, and commonly used apps we might be able to figure it out

Well, there's two possibilities:
1. You/your wife accidentally install adware. On android this can only really happen by installing sketchy apps directly (downloading from a browser or email. They are not on google play store). 2. Prestigio bundles adware on the tablet. Wouldn't surprise me if they did.
If it's #2 then there's not much you can do. You can try uninstalling every single app except the ones you use, but sometimes they don't allow uninstallation. You can try to root and download an ad blocker but on uncommon devices its a lot more difficult.
Sorry to say but there are a ton of cheap but garbage android tablets/phones out there, and this may very well be one :s
