I know there are a ton of knowledgeable programmers and techs in this forum. Therefore, I felt this was the best place to ask my question.
My sister is setting up a medical paperless document system in her optometry practice and she has to run a program that requires Microsoft Server 2003 or 2008. She has decided that running an in-house server is not an option and would like to find a server host.
I have read up on VPS compared to Dedicated servers and decided that the VPS route is cheaper and just as safe. However, I first have to make sure the host is HIPAA compliant. HIPAA stands for Health Insurance Portability and Accountability Act, any host must meet the standards set by law.
My question is which companies offer reliable service as well as good customer support for clients? Has anyone had any good experiences with a particular company and would recommend them?

I doubt the tech ppl here know about HIPAA regulations. Best thing to do would be ask another optometry practice or hospital or medical center/practice.

A VPS is definitely NOT what you are after. The word medical and any form of shared hosting do not go well together.
Just googled it and apparently HIPAA compliance relates to data handling and such policies need to be set by your sister( and not the host ) to ensure they are compliant. I would suggest these two providers: http://www.theplanet.com/ http://softlayer.com/
Your sister will be responsible for ensuring the HIPAA compliance so she should really research what is required and possibly consult professionals.

Hey thanks for the reply ibutoss. I did some more research and found that several companies offer EMR (electronic medical record) hosting and they are HIPAA compliant.

Actually I know all about HIPAA requirements, and hosting, and their related requirements Bug it looks like you've found your solution petey. There are several good hosts that offer compliance, usually expensively, but at least you don't have to fool with it yourself.
