Basically you can get all the Unreal Engine 3 development tools to use for hobbiest/educational purposes. If you want to go commercial i think you can do a profit sharing deal with Epic too.
Anyone. Everyone. You. Unreal Engine 3 has been used by game developers, researchers, television studios, machinima directors, artists and students. If you have an idea that needs to be brought to life in a game engine, UDK is for you.

This breaks down a major hurdle facing some developers – especially those who get into the development game at a very young age. Gamasutra interviewed Unity’s CEO David Helgason at Unite, revealing that compared to Unity Pro (which was and still is a $1500 package), Unity Indie never significantly impacted revenue. That, combined with a desire to ‘democratize’ their software, led to dropping the $200 cost of entry.
If UDK didn't act, Unity would have become the standard engine for amateur coders, which would in turn affect the future of UDK. Interesting domino reaction ^^ |

Ah it's great when this kind of stuff happens. Like when gmail was released and all the other email sites stopped being stingy and gave users larger storage space. |

Id generally doesn't make engines for general use anymore is their policy... There was an interview with carmack where he gave several good reasons for this. |

| I would imagine it depends on the title and the developer. I.e Rainbow 6 Vegas used UE3 and im sure they have a vastly different cost than some 5 man job. I've seen figures in the hundreds of thousands though. |

yes, I think it's something like 50-100k per license (each developer must get one). At least it was around that price 2years ago |

Apparently there's a new commercial license for the engine, too:
However, creators will still need to obtain an official licensing agreement to develop a commercial project using UE3; according to the new licensing terms, Epic receives twenty-five percent of revenue after the first $5,000 is made, with a per-seat yearly fee also potentially applying if the project is solely used internally.
