I'm messing around with the editor, and to my big surprise I saw a model of + Show Spoiler +, awesome character from the Starcraft novels that I hoped would have appeared in Starcraft 2.

but regarding ur question, yes blizzard has done this kind of thing before. this is pretty common in the gaming industry.
in SC (non-BW), the Valkyrie was in the game code but not activated. in Diablo II, there were a series of items or abilities not activated. the most famous being the Constriction Ring in Warcraft III, the Night Elf Assassin was removed from game, but the unit model is still there.
so yes, its common.

I think the anchor being a robot to be untrue. It was probably some plot builder that was abandoned. Because if he was a robot at such a high position in the UNN (which is vital to Mengsk) he would be a robot placed by Mengsk and + Show Spoiler + after we show the viewers that Mengsk is responsible for the Tarsonis genocide he is shocked and keeps repeating " I had a brother on Tarsonis" and then has a mental breakdown and commits him self to an institution. If he was a robot that would not have happened.
