Wow, that's just about the opposite of true.
Seemed that way to me from watching the game, maybe you need the upgrades to kick in before it really gets effect. And when i say inefficient I mean goliaths are clumsy and can't really chase mutas in enclosed spaces and the rockets take a while before they actually hit the target. |

i)Inhibiting Soulkey's economy right from the start.
ii)Soulkey's expansions being too close to one another; Flash's ball never really had to travel anywhere far to contain Soulkey.
