I'd argue that Dark Templars can be used for harass too, and are more effective as harass.

Mutas were the standard before the 6 gate push (which instant kills a muta-ling opening if I remember correctly) and fared quite well. They were on the edge of being OP according to most Protoss before someone worked out the 6 gate. |

can be hard countered pretty bad, can get killed teching to muta. a good tech switch to muta, or going muta with a protoss not scout/reacting can be very devastating to protoss though. |

Muta harass is the most painful thing to watch really... BW or Sc2, as a spectator I always cringe when I see these poor workers getting dismantled 
Depending on the situations and the player's unit control, Mutalisks can be deadly in all three matchups imho.

I think they have always been great against protoss. Mutaling imo is very good aqainst protoss, especially if you mix Baneling drops in. |
