You understand it correctly. Here "RO16" does not mean it has 16 players participating, but that the winners of this round advance to the RO8.

Ro16 has 12 players and 4 empty spots. = 16 "players"
(1)The 4 group winners will be matched against the empty spots.
(2)The 4 second places and the 4 third places will be facing each other.
Ro8 will consist of the 4 group winners who got a walk-over in the R016.
And the 4 winners between the second and third places.
