Not an all-in by any stretch of the imagination. He had an expansion and dropped a 3rd CC before he even attacked. There are several transitions out of this build.
Terran all-ins against Zerg are all that way - Zerg has very few options for putting pressure back on Terran after defending an all-in unless they go mutas, and mutas are falling out of style.
