Absurd in what way? Overpowered? It could easily be underpowered and never used depending on the cost of the tempest, cost of the upgrade, build time of tempest, build time of upgrade, attack speed of tempest, hitpoints of tempest, movespeed of the tempest, vision range of the tempest etc. etc.

People will use it. The purpose is to break up death-balls. For example, if one attaches to a colossus, you need to micro that particular colossus out of your death ball and let it absorb the damage with doing splash, kill it, or let it splash your entire army. Obviously the first option is best. Browder made that statement, not because pros won't use it, but instead that they will be able to micro properly to avoid any sort of spalsh. Another example, if it were to attached to a zealot, you could just kill it off if you don't notice it quick enough there is not enough time to run it away.

Isn't 22 range bigger than the height of the screen in sc2? I thought all that was visible on the screen was 18 hex up and down but I could be mis remembering

You really think so? Chess has 6 different pieces (6 units!). There are pro chess players and noobies. Both can enjoy the game at their own level. Now imagine if instead it had 12 different pieces, but you could only use 6 (types) in one game. What would that do: well, the pros will play with different pieces than the noobies, basically making it a different game! You don't see anything wrong with that?
