I think that's all the specs you guys need to know.
Like the title suggests, i have a pretty awful computer that is barely able to play SC2(on59 fps) with all graphic settings to low and my screen resolution set to 1200x800 instead of 1920x1080. Which causes that the game doesn't completely fit on my screen.
Therefore, i want to upgrade so that i can play SC2 on Medium lag free(60) pretty much all the time. I don't want to spend too much. I've heard that all i need is a Graphics Card but i'm not sure as i don't know alot about this subject.
I live in Sweden so feel free to recommend sites of where i can buy the hardware, also any additional info on installing it would be nice too ;D.

Yeah... you're basically going to need a complete new PC. SC2 is very CPU dependent, and your processor is two years old and was pretty out dated even when it was released. The memory in there is DDR3, that you can reuse. But everything else is not going to do what you want. FYI, this is the full listing of your current specs here
I'd suggest building your own PC. Make a post in the Computer Build Resource thread, make sure you answer all the questions on in the OP about exactly what you want to do with it and what your budget is and someone should be able to help you out with parts.

Yea i'm not probably not gonna buy a completely new PC. What if i change my priorities a little bit. Upgrading something so that i can play SC2 on Low graphics with resolution 1900x1080. Would a new graphics card or new CPU be enough in this case?

To answer your question; if you paired that CPU with a decent GPU you should be able to run SC2 on low to some medium settings without any major issues. I'd suggest you go cheap, something like a Radeon HD 6670. It's about $80-$90 on New Egg. I wouldn't suggest going any higher than that, SC2 is very CPU intensive and if you get a high end card it will just be bottlenecked by your CPU.
However I would like to add that, at this point, you're sort of throwing good money after bad. With $600-$700 you could build a reasonable low end PC that would run circles around this thing. It just doesn't make sense to put much money into it IMO, way better to wait a few months until you can afford something a bit better.

All i care about is if it can run SC2, then i'm happy. I don't play any other PC games then that and BW so to it's not a waste. I searched for the graphics card you mentioned and i think i found it.

Long story short, everything, I suggest at least i3-2120 and a gf 440 and 4 GB Ram, for starters. Feel free to pump it up. As for places where you can buy stuff, well, majority of us do not live in SE, so good luck. You have a baseline, so it's up to you how and where you invest your money.

You should probably know that while a CPU upgrade can be beneficial (and in general is the limiting factor for SC2 for most computers), in your case, the reason you have to play at a reduced resolution at low settings is due to the terrible video card. Yes, the CPU is not that great but it's fine for playing at medium settings with CPU settings like Physics on low. You'll probably be satisfied with just the video card upgrade results. IMO, being able to use Medium shaders (video card dependent) makes the game look acceptable vs terrible with low (but again, this is just a preference). At least you'll be able to play at your full screen resolution.
So just get an AMD HD 6570 / Nvidia GT 440 (similar performance) or a HD 6670. You won't need a new power supply.

Ah thank you, that's the answer i want to hear .
I've searched around a bit on how to install those things(never changed something on my pc) and it looks pretty easy. I'll probably get the HD 6670 since it's only around 50-60 euros.

I really wouldn't suggest to someone buying a new PC to upgrade to a dual core of any kind... Yeah, it offers the cheapest single thread performance, but its not like he'd have an issue running sc2 on lowest with say a 1045t x6 phenom II with the same price which would give him 4 additional cores and an overall just much better PC for anything that isn't starcraft 2... he could even stream if he wanted.
I just don't think it makes sense to upgrade to a dual core when the standard has been 4 cores for a while and you can get a decent multiicore processor for a similar price.... not to mention, I don't know about his mobo or socket but is the Pheom II actually comaptible with the AMD Athlon? Because that'd save a significant amount more money, it's crazy to buy a whole new motherboard so that you can run an i3.

Phenom II is AM3 socket, but it's going to be a pretty marginal performance increase for $100. Considering for around $350 you could get a decent motherboard and an i5 that would run circles around a phenom II, it just doesn't make much sense to go for another AM3 processor.
His decision to upgrade the videocard isn't bad, he will be able to play SC2 on lower settings which he seems to be okay with. At the end of the day, you can always reuse a PCIe GPU in another PC or build; investing in an AM3 CPU is throwing money into a blackhole, however, as AM3 is pretty much dead at this point.
I like the way the walls go out. Gives you an open feeling. Firefly's a good design. People don't appreciate the substance of things. Objects in space. People miss out on what's solid.
They dont even make Phenom II's anymore and availability is drying up. Investing in that technology is most definitely throwing money down a hole, OP is best off making his next computer investment a whole new processing platform.
A new GPU will prob alleviate a lot of OP's symptoms but to be honest his late game FPS will prob still be garbage, most definitely not the 60 FPS he is looking for, which even high end systems can't always maintain.
the CPU will do as it is, you have to upgrade the graphics card though to something like a 6770 or even 6670 if you want to play medium at 1920x1080, if you want to play at 1366x768 then a weaker graphics card will be ok. For even better results get an intel CPU like a Pentium or Celeron socket 1155 that has already been mentioned but then you would need to change the motherboard. I am sure you can fix the problem with it not fitting to the screen.
i'm surprised at how many threads like this I see... sc2 isn't really demanding as far as games go
when Sc2 came out, I played it on high settings with no lag on a 2.0ghz dual core amd 3600+ from 2006 and a nvidia 8800gt (that sc2 killed in a previous patch with the no framerate limit that made cards overheat) and i had to downgrade to my older nvidia 7600gs that ran the game perfectly smooth on medium settings :S
now i have an amd phenom X4 980 3.7ghz and a nvidia 450gts with 8gb hyperx ram and i run the game on highest settings with no lag, except late game 4v4's where everyone is maxed with bc's carriers and other crap like that
Some people are more sensitive to frame drops than others. If you are someone that thinks 19 FPS (what my 4400+ used to give me) is "smooth and lag free (which doesnt even make sense since lag is a network term)" then more power to you. But OP made a numerical request.
