Okay TL; It came down to this.
I recently bought a AMD Phenom X4 thinking I could start streaming with out much lag.
But when I start streaming with xsplit my frame rate on SC2 drops to 25-30 when I normally run SC2 with 80-90 fps. (This is on lowest settings).
I would to have a frame rate of 45+ while streaming (On Ultra). If I get a new graphics card would that help? And If so, what graphics card should I purchase. I don't want one that is overly priced. The max that I'm willing to spend would be about $250 but I am willing to go higher.

| Someone other than me should probably help more, but you should state what graphics card you are using currently. Also i am under the impression that the most usual culprit in low fps while streaming is your processor and that the amd phenom x4 will not give ideal conditions when streaming. |

| I bought it so long ago I couldn't tell you. I bought it in 2010 for $90 so that might help you. It's ATI. But that all I know |

Streaming and Sc2 rely heavily on CPU, getting a new graphics cards will help a little, but only a little at that. Also you should include what graphics card you have when asking if a better one will help. OC that CPU with a heatsink if you dont have one would be my best bet.

T.T There is a WHOLE 1140+ page thread on computer building so WHY didn't you contact there first before you bought a new computer? (assuming you bought a whole computer and not upgraded)
That being said an AMD phenom x4 should stream 720p all day so what is your graphic's card right now? |

A better GPU only has a secondary effect on streaming FPS, in that you can't stream more frames than you get in-game. In SC2, unless you're using integrated, or something in the HTPC range of GPU, you're probably being limited by your CPU in most situations where it's actually relevant (lower than display refresh rate, in other words).
Streaming is very CPU intense, as has been mentioned, as is SC2, although the game only uses 2 threads really. However, with a Ph2 x4, to get a good quality 720p stream without a fairly high bitrate, you're probably going to need a fairly hefty overclock, although mileage will vary.
Your best bet is to set affinity for your streaming program and SC2 so they use different cores, and then tweak stream settings downward until stream FPS and quality are balanced to your liking. |

| Your graphics card will not be able to handle ultra settings at 45+ fps, so I do recommend an upgrade in that department, but that won't help your streaming that much. By tweaking your streaming settings, you'll probly be able to stream low settings. What is your upload speed? We can strike a balance between upload and cpu load to determine what settings would be best. |

Hell no I wouldn't buy haha. Of course I'm building. My graphics card was $90 in 2010. So it's cheap. I'm no home right now so I can't look it up that easy. But yeah I recently bought Phenom x4 by itself. |

Based on what you described, I sincerely doubt a new GPU will effect your FPS significantly while streaming, it sounds more like your stream settings are eating enough CPU that SC2 is getting less thread time, hurting your framerate in-game. Try what I suggested with setting affinities first, since it doesn't involve spending money that may or may not fix the problem. |

I will try that when I get back home. But I still would like to be able to run StarCraft in Ultra. Do you have any recommendations

Depends on gaming resolution, but assuming 1920x1080, basically anything in the $150 range. You can view performance at anandtech.com/bench, and check prices on your favored retailer, but due to fluctuations and deals, the best option changes relatively quickly.
You shouldn't need to spend $250 unless you plan to play something a LOT more demanding than SC2 on highish settings. |

| if you have a Phenom x4 then no graphics card can help you with streaming because the CPU is so poor but if it is a Phenom II x4 you should be able to manage, there is a pretty big difference between the two |
