Blizzard is aware that a number of players are experiencing a wide array of poor graphical performance including stuttering, as the OP seems to be having. It is the top known issue in the Known Issues 1.5.1 thread in the B.net forums. http://us.battle.net/sc2/en/forum/topic/2267599524
There is a link on that page to another thread where you can post your hardware specs among other computer jargon to try to help them figure this whole thing out.

If it happened only once, I'm guessing something along the lines of your graphics card overheating. If it becomes commonplace, I expect it's due to patch 1.5.x making the game perform far worse than it did before.

We have to respect that everyone on TL arent Computer experts like most of us some of them just like to play games As someone above posted maybe you should update your graphics card drivers? or maybe just get a new HDMI cable I dunno.
But some common sense should be exercised. For example, if my mouse cursor suddenly stopped moving or my keyboard doesn't respond, do I blame hacks for that? No. The first thing I do is pause the game then check my hardware.
Common sense is not computer knowledge. Common sense would tell you that. Like the guy said, some people just play games and don't know ANYTHING about computers. You think they automatically lack common sense just because they're unsure? Thats what you jump to here? You're a mean person.
If you moved your mouse around and found that the cursor wasn't moving, the first thing you'll do is to check if it's plugged in properly. That's common sense. If you suddenly disconnected while surfing the internet, the first thing that you'll check is your router/modem. That's common sense. The first thought that comes to mind shouldn't be "omg I'm getting hacked".
If you ever worked at tech support you know some people don't have "common sense". instead of checking the mouse they would call and say the mouse is broken. Not all ofc but it has happened before.
