Guide to Crit Mass/WW Build
There is a lot of misinformation running around about the crit mass/ww build, so here is my comprehensive guide. Advice and suggestions to improve it are appreciated.
The amount of freezing and damage is basically a result of multiplying your attack speed by your crit chance by your AP on Crit. All three factors are really important.
By popular request from the comments, some good benchmarks to aim for are 2.51 attack speed, 45% crit chance, and 19 AP on Crit, but by improving all three categories you get a smoother experience. However, I can attest that you can keep ubers mostly frozen with the above stats all the way up to MP 10. You do notice a significant improvement at 2.74, but if you sacrifice too much defense it may not be worth it. It is all up to how it feels to you. However, part of the point of this guide was to discuss cheaper options for the build, so please don't think that it doesn't work at all below these benchmarks.
This post has the math on the attack speed break points. Remember that attack speed not only makes your cast time faster, but your wicked wind will hit more often, so it helps a ton. The Build
The build is pretty standard at this point. Wicked wind, frost nova (your choice of rune depending on how OP your gear is but cold snap is the starter rune), an armor spell (spectral for more defense, pinpoint barrier for crit chance, storm armor scramble if you're OP and want to blaze through things with speed), explosive blast-chain reaction is pretty much mandatory, and then diamond skin - diamond shards. You then have one free slot, which I recommend using for teleport (rune of your choice) although if you want more damage or lifegain you could go with magic weapon, or one of the slow time runes.
For passives, you need crit mass, and then have a bit of wiggle room. Cold blooded gives a huge DPS buff, so almost always makes sense, and then if you have under 25 APoC I recommend astral presence, although with high enough crit chance/attack speed you can do without it and do something like blur, glass cannon, or whatever.

EDIT: This post did some testing on different skill setups for critical mass. The upshot is that Storm armor Shocking Aspect adds a ton of damage, so if you have the defensive stats for it, it is worth taking that over pinpoint barrier, and potentially switching the diamond skin rune to crystal shell to add some defense back in. http://us.battle.net/d3/en/forum/topic/7004691927?page=1
Playing the build
Playstyle you basically just spam the buttons while holding down the mouse for twisters. I use a script I created in autohotkey, which anyone else is free to copy. It was originally modified from this thread: http://www.autohotkey.com/board/topic/64576-the-definitive-autofire-thread/.
The way it works is if you just tap the initial button (I use "d" since my skills are remapped to wasd) it functions normally, but with a slight delay, but if you hold it down, it starts spamming the 3 skill buttons and holds down the mouse for you, so all you have to do is move your mouse over where you want the twisters to spawn. If you use the numbers for skills you can just edit the script to replace the a,s,d keys with 1,2,3 or whatever. I also have it setup so the script only takes effect while D3 is the active window.
Gear
Gear is probably the trickiest part. There are a few absolute requirements for the build which add restrictions on gear. The main requirement is at least 18 or so AP on Crit, although if you have enough attack speed and crit chance you might be able to get away with less, but the more AP, the more twisters, and the more explosive blasts, which is a virtuous cycle.
There are only 3 slots that can give AP on Crit, weapon, helm, and source. So at a minimum you need two slots of high rolled AP on crit, and if you don't have enough attack speed or crit chance, more is better.
Obviously, high attack speed and crit chance matter. You also need a decent source of life gain. For maximizing attack speed, LoH is the way to go since chantodo's wand only gets one random affix and ideally that should be IAS. However, lifesteal or LoH on the weapon can work, just know that you're sacrificing IAS. More on weapons below.
You also need very solid defensive stats for this build, since you will get hit a lot, especially from ranged attacks who are out of your freeze radius, and you need to be able to power through molten/plague/desecrator and take at least a single arcane sentry beam (I dodge if there are more than one).

Gear recommendations:
Okay, so obviously there is a lot of room for opinion here, but these are my general thoughts. I'll try and give budget and then tricked out options. I'll do the easy slots first.
Shoulders - feel free to sacrifice some int on these to get as good defensive stats as you can afford. At a minimum you want decent vit, high AR, and some strength or armor, life% would obviously be ideal as well. A high rolled Vile Ward would eventually be endgame here, but really expensive.
Belt - Similar to shoulders, you want really solid defensive stats, and be willing to have lower int (say around 100-130) in order to afford them. If your gear is OP enough you can get a witching hour here for the attack speed, but you need ridiculously good defensive gear in all the other slots to make it work. I just bought one for my archon build and am going to experiment with it in my crit mass/ww build.
Pants - See above. As much defense and int as you can afford. If you have really ridiculous gear in other slots you could go for inna's for the off-slot IAS and movespeed, providing more flexibility with your bracers.
EDIT: Forgot about blackthorne's pants, which are another good option due to the built in LoH and solid defensive stats. Can be expensive if you want decent int + sockets or AR though.
Boots - Similar to belt and shoulders, get movespeed, high AR, vitality, and as much int as you can afford. Eventually a high AR Zunimassa's trail or GG ice climbers would be best in slot here.
Edit: If you're looking to really max out on crit chance, a commenter reminded me about Natalya's 2 piece crit chance bonus, so the pieces you are likely to want are the boots and the ring.
Jewelry - basically, you want as much crit chance and attack speed as you can afford with some int and defensive stats. Good luck, these get expensive! On rings, max crit chance is 6 and attack speed is 9. On amulets crit chance maxes out at 10 and attack speed at 9. For some reason amulets with attack speed and crit chance are really, really expensive, so you can go with crit chance and crit damage to boost your dps if you want. Crit damage goes up to 100% on amulets now, so that can add a huge amount of damage.
Gloves - like jewelry, you really want both attack speed and crit chance on these, then balance that with int/defensive stats as you can afford. Feel free to skimp on int if you can find some with decent vit/AR or something like that. Max crit chance is 10, max attack speed is 9.
Now for the harder ones.
Chest - Really, you want a Tal-Rasha's relentless pursuit. Off-slot attack speed is critical for this build, and they're actually not that expensive anymore. Ones with decent vit and AR are expensive, but just look for as high vit as you can afford with maybe armor or physical resist or some other useful affix. Otherwise, Zuni's is good for defense, or a good rare defensive chest following the shoulders/belt/boots advice.
Bracers - I recommend as much lacuni as you can afford. Obviously getting crit chance + decent int is stupendously expensive, but if you can make up crit chance on other items, the off-slot attack speed and movement speed make them worth it. Decent int, + vit + some random helpful stat like a resist or regen or health globe bonus aren't that expensive. Otherwise a good rare with high crit chance, and lots of defensive stats is the way to go.
This leaves us with the 3 slots that can have AP on crit. This is basically a big balancing act.
The weapon
An ideal weapon would be a dagger with IAS, APoC, lifesteal, high int, the bonus crit to energy twister, and high DPS (via base damage, socket, crit damage)
This weapon doesn't exist, and if it did, would be worth billions, so you have to sacrifice in some areas. Now because the base attack speed of the weapon + on-weapon IAS is affected by all your off-weapon IAS, it really makes sense to prioritize IAS on the weapon, so that means either a dagger, or a wand with IAS.
A good Chantodo's Force with IAS is the best mid-level option due to the high attack speed and AP on crit, but at decent DPS levels they get really expensive. However, it would let you get a Chantodo's Will without APoC and the set bonus. You will also need a decent amount of off-weapon LoH, so in addition to stormcrow probably a ring or amulet with some LoH, or Blackthorne's pants.
This was my old advice about Slorak's but I've come around to the IAS on weapon > all school of thought. + Show Spoiler +Bonus crit chance to energy twister, with a good roll, can have a huge impact on the build since it doesn't add that much to the cost of the weapon, and just think about what adding 4-8% crit would cost on any other slot. Lifesteal can only roll on weapons for wizards, so if you get high enough dps that it becomes better than LoH, you're also going to want that here as well. So if you put in IAS, energy twister skill bonus, and lifesteal into the AH, basically all you are going to get are Slorak's Madness and a few rares that usually don't compare to it in damage, which is why that is my basic recommendation for introductory crit mass/WW weapons.
Another option would be a high DPS wizard spike, but you need lifegain off-weapon, and the damage isn't that high so it is only good as a starter weapon.
Helm and Source
Helm - If your weapon or source doesn't have APoC, you need it here, so stormcrow is a popular choice because it combines lifegain, APoC, decent damage, and potentially a socket or crit chance. If you do have APoC on both weapon and source, then Andariel's Visage or a mempo of twilight with crit chance (very expensive) are the clear choice due to the combination of attack speed and crit chance. Eventually, a wizard hat with high APoC, decent crit chance, a socket, good int, and some defensive stats would also work, but they are quite expensive and rare.
Source - Basically, you want high crit chance, high APoC, and high base damage, and whatever int/defensive stats you can afford (unless your weapon and helm have APoC, then you can go for all out damage with a triumvirate, but triumvirates with APoC are too expensive for my taste and you get no defensive stats at all.) The eventual GG item is obviously a chantodo's will with APoC because of the off-slot attack speed, but getting a decent damage one is horrendously expensive (like 100 million). However, if you have APoC on weapon and helm, you can get ones with decent vitality and damage for not too much.

Decent enough, nothing new and sceptical if it requires a new thread but that is not for me decide. However, I cringe every time people don't use evocation as a passive while using CC/CM, seriously people WHYYY! Hence, in 98% of the cases, cold blooded, critical mass and evocation should be used. Additionally, for your AHK script which is nice you added, I recommend Shift+D for spamming the three buttons and not the mouse at all, it's very comfortable and very intuitive if you give it a try.

The problem was that when I set the script to shift+D it was overriding the shift key so my character would move when I didn't want him to. If you wouldn't mind linking to or posting your script that would be great.
As to evocation, I must say that after experimenting with it a bit, I didn't notice as big of an improvement as one would hope, although that is with 2.1 Attacks and 45% crit (53% to energy twister) so perhaps at differing gear levels it is more or less helpful. Also, I find that the most important thing is starting a fight with enough AP to get down your initial twisters, which astral presence helps a ton with since you have faster regen between fights. And if you're going with wormhole, that also uses AP and gets you to new fights quickly (but sometimes with lowered AP).

Astral is not needed when you have enough ap-crit in general for use on tp, the benefit from faster cast time with evocation outweights it in general. However, you need to consider evocation as a spell providing multiplier effects, both in defense and offense, you will crit more with explosive etc, cast more spells more damage etc, cast more diamond skin defence damage etc, giving more crit and hence even faster regen of your cooldowns. There is more but difficult to explain in general, however the multiplier effect is massive and running evo should always be better than cold blooded as well.

Well, the main multiplier effect is based on twister, extra diamond skins and extra explosive blasts only generate so many crits (they do up your damage). Remember each twister is hitting 24-34 times per second (at a crappy proc-rate, but still) that is way more potent than an extra 4 hits (at a halfway decent proc rate) per second that you get with extra diamond skins and blasts? 8 hits per second at most?
So anything that lets you get and maintain extra twisters on the field takes precedence, and twisters aren't limited by a cooldown, they're limited by AP. Frankly, when you have a whole field of twisters up against ubers or packs on higher MPs, you are more limited by your actual casting time since your cooldowns are refreshed functionally instantaneously and aren't limiting anything. That is another underestimated effect of attack speed, is that in addition to more twister hits, you are casting twisters faster and can get more on the field before their 6 second duration is up as long as you have the AP for them.

i dont really like the guide man, ive been speciallising in cm this last month and i think without some specific goals to hit people are just gonna have a crappy cm toon if they follow your guide.
People need to be aware that with et there are aps breakpoints were the twisters make a jump in ticks /s. The more ticks the more criticals you do (cm and apoc) and the more loh returns you get. Basically there are 2 main breakpoints you want to hit for the build to be at least a shadow of what it once was 2.51 aps for 25apoc min. or 2.74 for 20 apoc, always the higher the better but you are always limited by how much a hit you want to take on ehp or your wallet. You also need to stack a top of %cc id say minimum 45%, the more the better. A good benchmark to hit so everything is smooth as fuck is
2.74 aps 50% cc and 20 apoc.
you didnt mention shocking aspect, most dps output armour rune. But you will need mor Ar and armour if you want to use storm.
I stick around 500-600 unbuffed AR 4-4.5k armour and around 30k hp to run it till mp6.
lifesteal? seriously? loh all the way baby just stack some 800-900 with 2.74 aps and you are set, unless you want to go into higher mps then more like 1000-1100.
So those would be sort of the stats your are looking for.
Gear suggestions:
weapon and source: Chants set makes life so much easier to reach the aps breakpoints, specially the ias wills. as you mentioned the higher the base aps of your weapon the less ias gear you need on offslots. offhand has ias and also you get 9-10 apoc on wand. Its BIS for cm since 1.05 hands down.
So 1.75 aps will x 1.57of all ias gear = 2.74 aps where as 1.6 weap x 1.72 = 2.75 you need aton more of ias gear to acomplish the same aps.
If you are short of hitting a breakpoint you can also use enchantress for the buff.. for soloing.
So now you have to get the other ias pieces to pump the aps so:
Gloves, rings and ammy: get those with max - near max cc% and 8-9% ias plus what ever ar and loh you can afford. I would put ar on rings and the loh on ammy since it can roll much more and you could even sort it out in one piece. Helm: If you need to get ias here forget about andys, fire damage taken is a nono considering most of the problematic damage you take is fire based. If you need the ias go mempo. if not just get a stormcrow the loh apoc and dps is hard to pass up on.
bracers: i really dont recomend lacunis unless u are rich and can afford cc% ones, you need all the cc you can get so loosing a slot of it + ehp for some ias i dont like unless i dont have any other option.
chest: tals persuit is an obvious here but getting it with decent ar is so expensive... your recomendation is exactly what i did, get one with high ias int vit and +%life. The budget option is to get legacy tals with 5-6% ias 3 sockets, you get + armour, around 60ar and can distribute ur int and vit with your needs... and a nice mf bonus which is also nice.
pants: if you need more ias innas, decent ones are very expensive but as a budget option you can go for the legacy innas for 5-6% ias and stack AR and vit on them.
boots: there is also ias available here, legacy zunis you can get them with moove speed, int, vit, ar or armour +6% damage to poison and 5-6% ias.
belt: there is also the witching hour for ias, same as always good ones with ar cost a fortune but if you are set defensively on other slots you could always use it for the bif dps increase (probably the only crit damage you can stack without going trifecta or broke.)
It is really just a matter of solving your own puzzle to get into the desired stats with what you already have.

While the high levels you recommend are obviously ideal, I feel like I get plenty of freezing action against ubers with only 2.1 attack speed and 53% WW crit (45 + 8%). It's not quite permafreeze, but other than maghda, and when kulle teleports away, none of the ubers ever do much. Also, I noticed a pretty big improvement going from a 400 LoH weapon to a 2.6 lifesteal weapon at 60k dps (with additional LoH on stormcrow and a ring) but maybe once you get enough attack speed it tilts back towards LoH?

I would agree...i am normally a 200k+ dps archon wiz w/ around 900+ AR buffed. I swap only 3 pieces of gear (stormcrow,wizardspike,triumvirate) on and I have 2.1 aps w/ 45% cc and i can tank mp10 ubers + mp10 mobs/elites @ 100k+dps w/ pure ease...all I do just hold A. There are quite a few people here i've done runs w/ and they can attest to that. While still mainting my 800+ AR w/ 40k hp. i do die but VERY rarely but majority of the time it's simple as ever. I don't agree w/ Ximae saying your guide is crap what so ever.... I believe it's pretty straight forward. I agree w/ him saying some of the items maybe a bit pricey such as the lacuni's etc, and I agree Life on hit is prolly the way to go especially w/ the amount of explosive burst etc. but to say 2.74 aps 50% cc and 20 apoc. is a good benchmark and thats the only way you won't have a crappy CM toon is faaaaaaaaaaaaaar from the truth lol.

The only life on hit that is Life on hit is from Wizardspike + Stormcrow... and I survive just fine. and I believe I have around like 750 or so.
The only thing i do a bit different is I throw on teleport mostly to get out of sticky situations(bubble from Kulle, or near death experiences) Left click - WW Right click - Teleport(Wormhole) 1 - Coldsnap rune 2 - Chain reaction 3 - Crystal Shell 4 - Prismatic Armor Passives - Blur, Critical Mass, Cold blooded.
edit: i could still tank mp10 prior uber nerf w/ same stats.

i didnt say it was crap, i just didnt like it because it was missing some info to make cm shine, not just work. Maybe i sounded a bit harsh....
for me cm is shoknadoshards, its the crazy dps output while tanking what makes it awsome, so to drop ea the build has to be more crisp.
i have tried many aps... and every time i hit a new breakpóint it is sooo much better, besides the obvious loh, apoc n cm proc the aps increase makes the windup faster and actually increases ur dps through the sheer ammount of twisters u can have up at the same time. if you can, just try it and see for your self the difference, wasnt a believer till i did... lots of ptr testing.

I don't see anything about that in either the Diablo 3 terms of use, or the Battle.net terms of use. Their relevant clause is pretty vague here, but they are clearly intending it to apply to bots. Hard to read that first clause as applying to a keyboard script that doesn't modify the game in any way. I suppose they could argue that you are modifying the "game experience". Are there any stories of anyone actually being banned for something along these lines? I never played WoW so don't know the back story there.

I don't think that anyone has ever been banned for using scripts...It's technically not a 3rd party software..and it's impossible to tell if someone is using it tbh. I'm not saying its 100% safe..but until I see legit proof of someone getting banned for it or a thread ackowledging in any way that is "unsafe" I wouldn't worry too much about it. I like the thread And all the suggestions, counter suggestions are all awesome. Its diversity/build/gear choices (even for a single build) that makes Diablo fun as a series so there really is no such thing as a BIS.

Allow me to explain what I did. I went for a slightly budget route with this prioritizing attack speed and cc. My Chantodo's will has an APS of 1.61 (low) but I like the Lifesteal on it. My target breakpoint was 2.51 APS given that I would have to sacrifice so much more slots for attack speed than I would like. The target attack speed is 56%.
With regards to crit chance, I went for a very unqiue (abeit budget) option. I went for Skull Grasp and Mara's Keleidoscope with crit chance increase with Energy Twisters (which is the main Proc spell anyway). This way, I get more crit chances at much lower price points than if I went for straight up crit chance. I chose Mara's Keleidoscope because it has increased attack speed, good intel and vit and AR and crit chance for energy twisters (true, the max for this is +10% so I lose 6%). But for these stats, a normal amulet might set you back 5-10mil already. But I managed to snare this one cheap (3mil with a socket)?
So in a nutshell, total "effective crit chance" for energy twister: Chantodo Force 10 Skull Grap 5 Other random ring 4.5 Mara's Keleidoscope 4 Gloves 7.5 Total 31% which is on the low side.
I have a rough budget of about 20mil to spend. What should I do to improve either my crit chance, overall DPS or anything.

I read a bnet post in which a guy did very thorough and scientific-like testing on SNS variants using MP8 Ghom as a punching bag. The guy ran MP8 Ghom using an array of SNS variants with each test condition triplicated or even quadruplicated in order to produce robust data. If I recall correctly, he found that evocation actually does not *significantly* increase DPS vs. many other common variants. It does boost DPS, but not significantly. Therefore I would not consider it to be a make-or-break component of the build.
I agree with you on how evocation probably contributes defensively too. Faster refresh on skin + freeze for starters. Not sure how to quantify that in the sort of test ran by the bnet forum guy..

It's a build that utilizes the skill wicked wind (ww) to trigger the passive critical mass (cm) which reduces your cool downs. At high enough attack speeds and crit chance, you can effectively permafreeze enemies by greatly decreasing your cool downs on your other skills. This guide got my wiz off the ground so it's a good reference point imo. You can search on YouTube to see it action.

Yea, I still can't balance my personal experience using evocation with the results from the thread you reference. Running shocknadoshards or the occasional pinpoint/shards, I find that the 15% cooldown is significant in that I can spam the skill a lot more without having to wait. So for me, it comes down to the feel I get in playing: I want the cooldowns to be almost non-existant and I want to see the DPS numbers from shards, constantly, on the screen. The tests he ran does suggest that Ghom isn't dying much quicker, so if we buy into his tests, don't use it. But from a feel perspective, evocation makes or breaks the rhythm for me.
As a side note, as I approach paragon 100 (99, so close!), I've been exclusively leveling on low MPs. There, the AP return on crit is low because you are onwing mobs so quickly. Given the nature of paragon-grinding (seeking XP as quickly and efficiently as possible), and given the lowered chance to proc-CM on MP0-2, I recommend evocation simply to reduce your wormhole cooldown so you can speed up your run.

With regards to crit chance, I went for a very unqiue (abeit budget) option. I went for Skull Grasp and Mara's Keleidoscope with crit chance increase with Energy Twisters (which is the main Proc spell anyway). This way, I get more crit chances at much lower price points than if I went for straight up crit chance. I chose Mara's Keleidoscope because it has increased attack speed, good intel and vit and AR and crit chance for energy twisters (true, the max for this is +10% so I lose 6%). But for these stats, a normal amulet might set you back 5-10mil already. But I managed to snare this one cheap (3mil with a socket)? So in a nutshell, total "effective crit chance" for energy twister: Chantodo Force 10 Skull Grap 5 Other random ring 4.5 Mara's Keleidoscope 4 Gloves 7.5 Total 31% which is on the low side. I have a rough budget of about 20mil to spend. What should I do to improve either my crit chance, overall DPS or anything. Thanks in advance guys
Nice budget CM/WW build. I think +CC to energy twister is great is you can get it without getting gouged. It gets harder to pay for it when it is coupled with CC on the Skull Grasp and Mara's. You have nice DPS for a budget CM/WW build.
As someone who runs at 2.73 APS+, I can attest to 2.5 as a useful breakpoint, but you really do need to couple that with more CC. While + to ET is great, that's CC that doesn't apply to your Explosive Blast's and with only 29ish% overall CC, you probably aren't proccing CM as much as you need to be to get an ideal flow with this build.
I'd start with investing in CC on your helm/hat or replacing your gloves with a 10 CC pair. You are currently losing out on 8.5 potential CC from your hat/gloves combo. Seeing as you want the IAS, 10CC/9IAS gloves can be pricey so it might not be easy, but you can camp the AH and find this combo or at least go with a 9.5CC/8 IAS.
As far as hat, if you are married to SC, it will cost a bit to get CC. Otherwise, consider a wiz hat with 4-6 CC and 10 Apoc. They are underrated and cheap and you might even afford one with a socket.
As a long term plan, while upping your CC, I'd suggest investing in more AR and +armor gear so you can move off of Energy Armor, replacing it with Storm Armor.
