idunno, but Im pretty confident I've heard it on running man (the korean tv show) as well as some secret/kara concerts or performances. I'm also 95% sure I've heard the siege tank "ready to roll out" on running man. Or the stim sound sometimes gets used.
It's actually interesting that we who know where the sound comes from will never know what exactly that was supposed to sound like to the average viewer/listener. It probably adds a cool ambience to the whole speech/presentation but all I can think when I hear it is broodwar.

It appears in alot of movies, probably once you've seen but never noticed and it's kinda fun to watch once you realise where it's from and especially if your only reference is the academy scream.
I watched that docummentary yesterday and noticed it aswell :D Today I enter teamliquid and there's thread dedicated to it, that definitely made me happy, I am not alone! I'm not crazy!

Along the lines of using video game sounds/music in documentaries, I was listening to a Chinese newscast one day on YouTube in the background, just absorbing the language so to speak. (don't ask, lol) All of a sudden, I hear this track from Rome: Total War. Just a tiny excerpt from it, but it was unmistakably from this song in the game, haha. I was like, "...They what?" X-D
