Following numerous complaints earlier today about having problems with logging in or downloading Battle.net data players are now able to play full version of Wings of Liberty on servers other than their original license is for. For example EU players are free to log in and create fully functional character on NA and vice versa, provided they have appropriate game client.
We don't know yet if this is just a last stage test or permanent change to be announced today or tomorrow by Blizzard.
EDIT #8: Blizzard: "Global Play has not yet been released. What people are experiencing is the work that is being done behind-the-scenes in preparation for it's official launch. We’ll have more information about it soon. Keep in mind that once it is released, you'll be able to switch regions on the login screen and will NOT have to download multiple StarCraft II clients. Feel free to refer to our Global Play blog and the FAQ."

EDIT #1: As of now players are not able to post on forums for other than their original region. EDIT #2: Since this is still to be announced change players are required to install separate game client in order to be able to play on foreign servers (read important notice below). Blizzard plans to patch every game client with option to switch regions freely so if you are patient enough you might not need to download game second or third time). EDIT #3: Battle.net accounts with multiple region licenses work exactly the same (nothing has changed so far). EDIT #4: If you log in as Starter Edition try logging into battle.net www account manager first. You can also try a repair tool. EDIT #5: An acquaintance of mine called Blizzard support. Works should be done by the end of this weekend. EDIT #6: Regarding Starter Edition problem - try typing in wrong password first, then correct one. EDIT #10: You can publish maps on every Global Play server, use regions.xml method on editor's settings. 1. sign in to http://battle.net/2. go to accounts 3. click on download client on the right side of the screen 4. under Star Craft II, click "change" next to your pre-defined region 5. select the region of the new version you wish to download, and click save in the right upper corner of the gray box 6. click on the OS icon to download the new client 7. save the new client files to a different directory than current version's installation files, if you still have them. 8. change region back to your original
INSTALLATION
1. rename your "StarCraft II" desktop shortcut to something like "StarCraft II NA/EU" to avoid overwrite or confusion 2. Run downloaded StarCraft II installer 3. IMPORTANT: select DIFFERENT INSTALLATION PATH than your original region installation (for example if you installed your NA StarCraft to default directory, install EU StarCraft to C:\SC2EU . Ignore warnings about "my documents" overwrite and such. 4. You did select different installation path, right? RIGHT? 5. ARE YOU SURE? 6. (optional, help page seems offline) after installation is complete do not run game, download and run full EU (or other region) patch ( http://eu.blizzard.com/support/article.xml?locale=en_GB&tag=sc2patch&rhtml=true) to avoid long patching 7. run your second copy of SC2 from desktop, wait for final patching and play

Not at all. Everything works exactly as it was yesterday. Funnily enough, Battle.net account still displays old region licensing (eg. trial account status).
